SOURCES SOUGHT FOR MICROWAVE POINT-TO-POINT COMMUNICATIONS (MATERIAL AND SERVICES) FOR FOREIGN MILITARY SALES (FMS) 

INTRODUCTION  The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) on behalf of the US Army Security Assistance Command Security Assistance Management directorate (USASAC SAMD) is issuing this Sources Sought notice as a means of conducting market research to identify potential sources having an interest in, industry technologies available and capability to fulfill FMS requirements. 

The result of this sources sought/market survey will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this sources sought notice/market survey, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. It’s anticipated a single award contract will be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. The U.S. Government requests that interested parties submit a brief description of your company, your company’s solution, and your ability to meet potential system requirements.

PROGRAM BACKGROUND  CECOM SAMD administers and manages FMS cases including requirements for Partner Nations and entities. CECOM SAMD’s goal is to satisfy customer requirements for Microwave PTP radios to support the country of Jordan. 

REQUIRED CAPABILITIES  The purpose of this market research/sources sought is to identify interested sources that are certified and able to deliver required hardware and services to support Jordan requirements. 

The Government seeks commercially available point-to-point microwave communication systems capable of providing reliable, high-availability communications in austere and expeditionary environments. Proposed systems shall be capable of maintaining connectivity in operational conditions that include airborne dust, sand, precipitation, high winds, and elevated temperatures commonly encountered in arid and semi-arid regions.

The proposed solution shall support a minimum communications link availability of 99.999% under the specified environmental conditions while minimizing performance degradation resulting from atmospheric attenuation and environmental contaminants.

Respondents shall identify the operating frequency bands, channel bandwidths, throughput capabilities, maximum supported link distances, and environmental performance characteristics of their proposed solutions. Responses should also include available technical data, testing results, or operational performance information demonstrating the system's ability to maintain reliable communications in dusty, sandy, and otherwise degraded environmental conditions.

The Government is interested in commercially available solutions capable of supporting the following operational requirements:

•    Proven point-to-point microwave communications solution suitable for deployment in the harsh desert environment of the Hashemite Kingdom of Jordan. o    Operating temperature range: -40°C to +60°C. o    Environmental protection meeting IP66, IP67, and/or equivalent military environmental standards. •    Approximately seventy (70) microwave point-to-point links deployed in a 1+0 configuration (approximately 140 radios total). o    High-performance antennas. o    Ten (10) complete spare radio units. o    All required accessories, mounting hardware, cables, installation materials, lightning protection, and grounding kits. o    Existing sites have power infrastructure and indoor equipment shelters available. •    Aggregate throughput: o    Minimum 400 Mbps per site. •    Link distances: o    Site-to-site links up to 15 km. o    Backhaul links up to 60 km. •    Tower heights: o    Site-to-site towers up to 30 meters. o    Backhaul towers up to 60 meters. •    Reliability objective: o    99.999% link availability. •    Network management: o    Centralized Network Management System (NMS) capable of remote monitoring, configuration, fault management, and performance reporting. •    Security: o    AES-256 encryption. o    FIPS 140-2 or FIPS 140-3 validated cryptographic capabilities. o    Trade Agreements Act (TAA) compliant. •    Support: o    Minimum one-year manufacturer warranty. o    One-week operator and maintainer training course conducted in Jordan.

The Government is particularly interested in licensed microwave solutions operating in protected frequency bands below 8 GHz that minimize susceptibility to interference from commercial, unlicensed, and heavily congested spectrum users while satisfying the stated throughput, availability, and environmental performance objectives.

Responses should include Rough Order of Magnitude (ROM) price and availability (P&A) information for the equipment and deliveries described in order to estimate FMS funding requirements. 

SPECIAL REQUIREMENTS  Any resulting contract is anticipated to have a security classification level of Unclassified.  Any resulting contract is also anticipated to involve the exchange of sensitive information requiring the contractor to satisfy a Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) assessment with the possibility of processing, handling, exchanging information that will require CMMC Level 2 (C3PAO) assessment after 10 November 2026.   Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009.       ELIGIBILITY NAICS code     333310, Commercial and Service Industry Machinery Manufacturing, Night Vision Optical Devices Manufacturing  Product Service Code (PSC)  Federal Supply Code (FSC)    N/A 5855, Night Vision Equipment, Emitted and Reflected Radiation

Submission Details: Interested sources should furnish the following information in the format provided below:  (1) Name and address of company, with Commercial and Government Entity (CAGE) Code and Unique Entity ID (UEI) number. Any interested company must be registered with SAM.  (2) Point of Contact Name, Department, phone number, and email address.  (3) Identify past and current services your company offers that exactly MATCH the capabilities specified above.  (4) Address your company's capability to act as a single provider for the hardware and services defined herein with a breakout of the rough order of magnitude (ROM) estimate of cost and delivery time. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.  (5) Do you have any existing contract vehicles that could be used to procure these items?
