Description

This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Small Businesses interested and capable of providing the services described below. The priority is to find two or more Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB). Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number and (h) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below.

CONTRACT REQUIREMENTS

BACKGROUND:

The mock audits, actions and recommendations requested must be performed in accordance with The Joint Commission's (TJC) Physical Environment (PE) components as well as all current Memoranda of Understanding (MOUs) and categorical waivers to certain requirements between VHA and the Joint Commission. An assessment is conducted as it relates to the National Fire Protection Association (NFPA) 101 Life Safety Code (LSC) and upon conclusion advises the facility any EC/LS deficiencies to EC and LS accreditation requirements to prepare for the unannounced or announced Accreditation Survey by TJC.

GENERAL REQUIREMENTS:

The Contractor Shall: 6.1 Complete the necessary onsite evaluation of Bldg 26, drafting, PDF, CAD and printing.

6.2 Supply all labor, tools, supervision, materials, and equipment necessary to complete a Statement of Conditions (SOC) that includes Basic Building Information (BBI), Life Safety Drawings of Bldg 26 in preparation for the Joint Commission Survey to fulfill the VHA Requirements in adherence of TJC PE.03.01.01. CAD files for Bldg 26, dated 2026, will be made available to the contractor.

6.3 Provide detailed written recommendations to overcome all notable deficiencies and showstoppers in order to complete the contract in the timeline required.

6.4 Adhere and comply to the facilities needs and preferences for their assessment/update/additions before arriving which will save time and to allow the contractor to immediately start the assessment/update/additions upon arrival. The contractor shall provide pre-visit documents (agenda, questionnaires, document request), providing the facility enough time to prepare.

6.5 Create a schedule of events (SOE) during this assessment/update/additions. The Contractor shall conduct a daily morning huddle with the Engineering Program Manager daily starting at 8:00 AM for a period of 30 minutes to provide the plan of the day and any areas the contractor is requesting assistance/escort.

6.6 Provide six copies of the final product as follows: (1) 24inch x 36 inch, (5) 15inch x 22 inch.

6.7 Provide the PDF files, autocad files, combined set per building, individual sheets, plot setting file, and x-ref files of the final product. i. The following features should be shown on individual layers: a. Fire/Smoke Barrier Locations Smoke Compartments b. Distance to Exits Horizontal Exits c. Stairwell Exitsd. Areas under construction Compartment ID Occupancy Type e. Compartment / Suite Square Footage f. Distance to smoke barriers Suites g. Hazard area locations ii. Drawings will include the following devices and information:1.Exit signs 2. Fire extinguishing cabinets 3. Standpipes at Stairs and Smoke Compartments 4. Fire Pull Stations 5. Emergency O2 Hook-up 6. Fire Dept Valve Connections 7. Rated partitions iii. Update calculations, per compartment and occupancies if required. iv. Update current code and/or references.

6.8 Building square footage as follows: Building 26: 184,396 SF
