Procurement of Greenhouse Materials and Equipment for FPC Alderson Horticulture Program

FPC Alderson is seeking a small business supplier to provide and deliver all materials required for constructing a new 16' x 30' greenhouse to support its Horticulture and Composting Program for inmate vocational training. - Government Buyer: - Federal Bureau of Prisons, Federal Prison Camp Alderson - Products/Materials Requested: - Complete greenhouse structure (16' x 30') with engineered steel columns and stamped structural calculations - 8MM twin wall polycarbonate covering with 10-year manufacturer warranty - ADA-compliant steel swing door (42" x 80") with frame and hardware - Two Quietaire (or approved equal) 24" box wall exhaust fans with accessories - Rack and pinion vent system with motorized control - 3x10 evaporative cooling system with pads, pump, and plumbing - Modine PTP60A natural gas heater (or approved equal) with heat stack kit - White knitted exterior shade cloth (51% shade factor) - Four portable rolling benches (4' x 6', 30" high) - Bartlett environmental control system (or approved equal) for automated greenhouse management - Overhead irrigation system with misters, drip line, and fertilizer injector - Safety features: illuminated emergency exit sign and UL-listed fire extinguisher - Notable Requirements: - All equipment and materials must comply with federal, state, and local building, safety, and correctional standards (IBC, NFPA, OSHA, ACA) - Offerors must provide product specification sheets, warranty information, and demonstrate relevant experience if requested - Delivery is FOB FPC Alderson, WV - No specific OEMs are mandated, but certain brands/models are referenced as "or approved equal"

Description

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 15B10126Q00000028 is issued as a Request for Quotes (RFQ) for the supply and delivery of all materials for a new greenhouse to support the Horticulture Program at FPC Alderson, in accordance with the attached Statement of Work and specifications. 

This acquisition is set-aside for small business concerns.  The NAICS code for this requirement is 236220, with a small business size standard of $45million.

This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

Any and all information will be posted to the General Services Administration website:  www.sam.gov.  All future information about this acquisition, including amendments, awards and cancellations will also be distributed through this site.  Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this solicitation.  Vendors dealing in the similar trade are encouraged to participate in this Solicitation.

(ii & iii) See attached Statement of Work for a full description of requirements, including specifications and quantities.  Offerors must include a specification sheet and any submittal information about the product(s) offered in their quote, including warranty information.

(iv) Location of Delivery is: 1 Glen Ray Road, Alderson, W.V. 24910. A Government representative will inspect the item(s) at the time of delivery or later to determine the quality and acceptability.  Payment shall be released accordingly.  Any item found with change in Specifications, Quality, or Brand shall be refused or returned to the vendor at vendor’s expense, without entertaining the payment claim.

(vii) Quotation Deadline: All interested offerors shall submit bids via email to ARHedrick@bop.gov before July 13, 2026, at 2:00 pm EST. Faxed and hand-delivered bids will not be accepted.

(viii) Additional Requirements:

The bidded equipment shall comply with all Federal, state, and local regulations, codes, and standards, including the latest editions of the International Building Code, NFPA, Life Safety Code, OSHA, American Correctional Association Standards, and other relevant regulations.  Manufacturers’ recommendations will be required to be implemented. Offerors: Each offeror must be registered in www.SAM.gov and must complete the necessary representations and certifications at the time of submitting their quotation. The contractor (& any subcontractors, if applicable) must be reputable, and if requested, offerors must provide certification and documented proof of experience, demonstrating competency in executing the project.  Proof must be provided to the Contracting Officer (CO) or COR upon request. Evaluation Criteria: The Government anticipates awarding a firm-fixed-price (FFP) contract. Bids from all potential offerors will be accepted based upon the government’s evaluation Technical Acceptability, Past Performance, and Competitive Price.  A history of default, termination for cause, or chronic performance issues may be grounds for rejection. Technical acceptability, past performance and price will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Products and Commercial Services.
