Honeywell Vindicator IDS and Access Control System Procurement and Installation for JEWC at JBSA Lackland

The Department of the Air Force, through the 502d Contracting Squadron at Joint Base San Antonio (JBSA) Lackland, is seeking quotations for the procurement and installation of a Honeywell Vindicator Intrusion Detection System (IDS) and Access Control System (ACS) for the Joint Electromagnetic Warfare Center (JEWC) at JBSA Lackland-Kelly Annex, Building 1003. - Government Buyer: - Department of the Air Force, 502d Contracting Squadron, Joint Electromagnetic Warfare Center, 802d Security Forces Squadron (SFS), Electronic Security Systems (ESS) - OEMs and Vendors: - Honeywell (specified as the required OEM for IDS and ACS) - Installation must be performed by Honeywell or a Honeywell Vindicator certified reseller - Products/Services Requested: - Honeywell Vindicator Intrusion Detection System (IDS), Vindicator 1500 or V5 (1 unit) - Includes keypads, control/communication panels, alarm points/devices/sensors, hardware, and software - Balanced Magnetic Switches (BMS) and Passive Infrared Sensors (PIR) for each access point - Battery backup (minimum 4 hours) - Access Control System (ACS), locally managed and compatible with Honeywell Vindicator IDS (1 unit) - Includes control computer terminal, software, card/badge printers, control and keypad panels - Magnetic Door Locks (9 units, 600 lbs rated, with emergency override) - Card/Badge Readers (2 units, single point of entry, wired for perimeter and interior doors) - Access Cards/Badges (50 units, printer compatible) - Video Management Server (VMS) with cameras - Installation services for all systems, including electrical/communication infrastructure, programming, certification testing, and warranty support - Up to 6 hours of training for staff and asset owners - Unique/Notable Requirements: - Honeywell Vindicator brand is mandatory for compatibility with the existing 802d SFS Base Defense Operations Center (BDOC) alarm system - Contractor must be Honeywell Vindicator certified - System must secure multiple rooms within a 2,610 square foot facility - Includes warranty, certification testing, and training - 100% Small Business Set-Aside - Delivery required within 90 days after receipt of order (ARO)

This is a combined synopsis/solicitation for commercial products prepared in accordance with RFO part 12. This announcement constitutes only solicitation. This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued.

Solicitation number FA301626Q0073 is issued as a request for quotation (RFQ) for Honeywell Vindicator Intrusion Detection System (IDS) for the Joint Electromagnetic Warfare Center (JWEC) at Joint Base San Antonio (JBSA). 

Description of Work:  The Joint Electromagnetic Warfare Center at Bldg. 1003, 1301 Billy Mitchell Rd, JBSA-Lackland, San Antonio, Texas 78236, requires installation of an Access Control System (ACS) and Intrusion Detection Systems (IDS) inclusive of a Video Management Server with cameras (VMS). The Contractor shall provide all equipment and tools, necessary to provide & install a Honeywell Vindicator IDS and ACS to secure multiple rooms area at JBSA Lackland-Kelly Annex Bldg. 1003. B1003 is 2610 SF approximately (approx.); it is comprised of 2 Rooms, a high bay area, 2 restrooms, and mech room (see Statement of Work attachment 1 for additional information).
