This opportunity is for the provision of comprehensive Community Based Outpatient Clinic (CBOC) services for the VA North Texas Health Care System, specifically serving Grayson County, Texas and surrounding areas. - Government Buyer: - Department of Veterans Affairs (VA) North Texas Health Care System - Managed by VHA Regional Procurement Office-West, Network Contracting Office 17, Health Care Resources Branch - Scope of Services: - Comprehensive primary care for approximately 4,500 Veterans monthly at the Sherman, TX CBOC - Mental health services, including crisis response, substance use disorder care, suicide prevention, and telehealth - Radiology services (on-site X-ray with FDA-approved equipment, image transmission to VA EHR/PACS) - Laboratory services (specimen collection, processing, packaging, transportation, and point-of-care testing with CLIA certification) - Telehealth support (tele eye care, dermatology, spirometry, sleep, mental health, pharmacy, physical therapy) - Pharmacy services (medication prescribing, counseling, management, urgent medication dispensing, adherence to VA National Formulary) - Ancillary support (X-Ray technologists, phlebotomists, compliance with VA and federal standards) - Clinical Testing and Medication Requirements: - Ancillary/Point of Care Testing: Creatinine, Glucose Finger Stick, Urine Dipstick, ABG Panel, Cardiac Troponin I, COVID-19 Antigen, and more - Anticoagulation management: Warfarin, Low Molecular Weight Heparin (LMWH), Unfractionated Heparin (UFH), Direct Oral Anticoagulants (DOACs), Direct Thrombin Inhibitors (DTIs), reversal agents (Protamine Sulfate, 4F-PCC) - All testing and medication management must comply with VHA, CLIA, and CAP standards - Staffing and Compliance: - Contractor must provide qualified physicians, nurse practitioners, physician assistants, RNs, clinical and administrative associates - All staff must meet VA credentialing and quality assurance requirements - Contractor responsible for staff training, competency assessments, and compliance with VA policies - Notable Requirements: - Services must be delivered in a private hospital, office, or clinic environment - Contract is a fixed-price IDIQ with a one-year base and nine one-year option periods - Set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC) - No specific OEMs or product manufacturers are named; the procurement is focused on healthcare service delivery and clinical compliance.
