Argonne National Laboratory, operated by UChicago Argonne, LLC under the U.S. Department of Energy, is soliciting quotations for comprehensive building maintenance mechanical and electrical contracting services. - Government Buyer: - Argonne National Laboratory (DOE), managed by UChicago Argonne, LLC - Building Maintenance Department is the primary office - Scope of Services: - Commercial mechanical, electrical, and repair maintenance services for existing building systems - Includes HVAC, plumbing, electrical repairs, replacements, troubleshooting, testing, adjusting, calibrating, and restoring equipment to original function - Excludes new construction, expansions, or system upgrades - All core work must be performed by the contractor’s in-house personnel; subcontracting is limited to OEM service calls and specialized services (e.g., HVAC air balancing, vibration analysis, sheet metal) - Labor, materials, and equipment must be provided as needed - High-risk on-site work with strict safety, training, and certification requirements - Compliance with DOE-specific safety, security, environmental, and refrigerant management standards - Contract Structure: - Base period plus two one-year option periods (total up to three years) - Services authorized via task orders; includes both labor/service hours and parts/materials - Notable Requirements: - Strict labor and travel cost controls - Mandatory Job Safety Analysis (JSA), Service Contract Labor Standards Certification, and insurance documentation - Data security, counterfeit part controls, and environmental compliance - No specific OEMs, part numbers, or product brands are mandated in the solicitation - Pricing: - Offerors must submit a published price list or redacted invoice to support quoted pricing - Pricing covers labor, service hours, and materials for each contract year - OEMs and Vendors: - No specific OEMs or product brands are named; the contract is open to qualified commercial service providers - Unique Aspects: - All work must be performed by the contractor’s own personnel (no subcontracting of core tasks) - Emphasis on safety, compliance, and DOE facility protocols

Instructions for High-Risk Service on the Argonne Site The following must be completed and returned for the instructions:

Completed High-Risk Job Safety Analysis Form, ANL-209H, is to be sent to the Argonne Procurement Representative, Jazlyn Mangis via e-mail at jmangis@anl.gov. Insurance Certificate as noted in Section Three (3) of Form ANL-366H is to be sent to the Buyer, Jazlyn Mangis via e-mail at jmangis@anl.gov and shall provide by appropriate language that The UChicago Argonne, LLC, The University of Chicago and the US Government are additional insureds; that the insurance afforded by such policies is primary insurance and, that all rights of the insurer for contribution from other insurers of The UChicago Argonne, LLC, The University of Chicago and the US Government are waived. Please make sure the Certificate Holder name is UChicago Argonne, LLC operator of Argonne National Laboratory.

Proposal will be considered incomplete if any of the requested information, listed below, is not provided.
