NSWC Indian Head seeks Instron system retrofits, environmental chambers, extensometers, and related upgrades

NSWC Indian Head Division, under the Department of the Navy, is seeking sources for a comprehensive upgrade and replacement of mechanical testing equipment in its Mechanical Props Suite. - Government Buyer: - Department of Defense, Naval Surface Warfare Center Indian Head Division (NSWC IHD) - OEM Highlight: - Instron is the specified Original Equipment Manufacturer for all major equipment and software - Products Requested: - Five (5) Instron 6800 Series Electro-Mechanical (EM) system retrofit packages (including motor, power amplifier, control electronics, data acquisition, software, and TAA-compliant PC) - Five (5) 3119-600 Series compatible environmental chambers (matching existing dimensions and power requirements) - Five (5) AVE3 video extensometers (each with 16mm and 6mm focal length lenses) - One (1) Torsion Add-On Kit 3.0 (for System ID 5967S2737) - One (1) Hydraulic Power Unit (must meet/exceed 6.4 GPM at 3000 psi, 460V 60Hz 3-phase) - One (1) Closed-loop Chiller for Hydraulic Pump (for continuous operation) - One (1) Remote Start/Stop Kit for Hydraulic Pump - Five (5) Bluehill Universal Software licenses (latest version) - One (1) Bluehill Central Software license (for central database connectivity) - Services Requested: - On-site installation, verification, and commissioning of all equipment by factory-trained technicians - Basic user training for all personnel post-installation - Optional lifetime support plan for installed equipment - Notable Requirements: - All installation and commissioning must be performed by factory-trained technicians - Equipment must be compatible with existing infrastructure and meet/exceed current performance specifications - Capability statements must demonstrate experience with similar Instron system retrofits and installations

It is requested that interested businesses submit a brief capabilities statement (no more than 10 pages in length, 12-point font minimum) demonstrating ability to perform the services listed above. This documentation should address prior/current experience performing efforts of a similar size and scope within the last 3 years, including contract number, organization support and indication of whether as a prime or subcontractor. If company is a small business, documentation must also address company’s ability to perform at least 50% of the work.

All responses must include the following information: Company Name; Company Address; Company Business Size; Taxpayer Identification number; DUNS number; CAGE code; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address.
