Empire State Development (ESD) is seeking to establish a prequalified pool of expert consultants to support New York's semiconductor ecosystem through a multi-lot RFQ. - Government Buyer: - Empire State Development (ESD), including the Strategic Business Division, Regional Offices, and the Governor's Office of Semiconductor Expansion, Management, and Integration (GO-SEMI) - Scope of Services (Seven Main Lots): - Economic Analysis, Research & Strategic Planning: Semiconductor ecosystem mapping, policy/incentive modeling, labor analytics, and economic impact studies - Site Selection & Competitive Benchmarking: Site readiness, benchmarking, asset mapping, risk assessment, and utility gap analysis - Industrial Site Development & Design (Semiconductor Specific): Engineering for semiconductor fabs, supply chain engineering, cross-cultural project management, translation/localization, and hazardous pollutant permitting - Learning Platform Strategy & Technical Assistance: Workforce training platform design, LMS integration, curriculum digitization, supplier-buyer portals, and customer journey mapping - Events, Marketing & Stakeholder Engagement: Supplier forums, digital marketing, coalition building, and media relations - Corporate Sustainability & Advanced Manufacturing Solutions: Decarbonization, circular economy, water stewardship, ESG reporting, green building, and transportation decarbonization - Industrial Site Readiness & Permitting: Site planning, pre-development, environmental review, engineering, GIS, wetlands mitigation, brownfield remediation, and air/water permitting - Independent Third-Party Assurance, Compliance Auditing & Performance Verification: Third-party auditing of sustainability data, workforce diversity compliance, data quality assurance, and incentive milestone certification - Notable Requirements: - Demonstrated expertise in semiconductor industry standards and relevant service areas - Language proficiency in Japanese, Korean, and Mandarin for certain lots - Compliance with IT security standards (ISO 27001, 27005, 27035, and GDPR where applicable) - Strong emphasis on MWBE (Minority and Women-Owned Business Enterprises) and SDVOB (Service-Disabled Veteran-Owned Business) participation - No specific OEMs or vendors are named, as this is a prequalification pool for future task orders - Opportunity is open statewide in New York

This Request for Qualifications (RFQ) seeks to establish a prequalified pool of expert vendors to provide economic development services across seven distinct service lots.
