This opportunity is for comprehensive language assistance and operational support services for the U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) and the U.S. Embassy in Jerusalem. - Government Buyer: - U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) - Regional Procurement Support Office (RPSO) Frankfurt - U.S. Embassy in Jerusalem, Office of the Security Coordinator - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments - Products and Services Requested: - Language assistance services, including: - Simultaneous and consecutive interpretation (English, Arabic, Hebrew, and occasionally other languages) - Translation of documents - Project management (U.S.-based and in-country managers) - Office support staff - Team leads for interpreters and translators - U.S.-based program and financial management - Equipment and materials for interpretation and translation (audio equipment, computers, software, dictionaries, booths, headsets, etc.) - Housing, vehicles, and operational support for staff - Medical services, drug testing, and evacuation insurance - International and local travel for contract staff - Defense Base Act (DBA) insurance and VAT as applicable - Quantities and Line Items: - Interpretation: 7,200 hours/year - Translation: 5,760 hours/year - In-country manager: 12 months/year - Office support staff: 12 months/year - Team leads (interpreters/translators): 1,440 hours/year each - U.S.-based program manager and financial officer: 12 months/year (each at 50% FTE) - Equipment, materials, and operational support: 12 months/year - Deployment and travel: 1 lot/year (up to $22,000/year) - Unique or Notable Requirements: - Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base year plus two one-year options - Services must support Palestinian Authority Security Forces, justice sector, and Corrections Department - Emphasis on enhancing Palestinian Authority security sector skills and Israel-PA security coordination - Defense Base Act insurance required for certain employees - VAT and local compliance considerations - All travel costs are subject to annual ceilings and prior authorization
