CBP's Office of Training and Development is seeking professional role player support for Detecting Deception & Eliciting Responses (DDER) training at the Advanced Training Center in Harpers Ferry, WV. - Government Buyer: - U.S. Customs and Border Protection (CBP) - Office of Training and Development - Mission Support Contracting Division - Advanced Training Center - Services Requested: - DDER training support services - Up to 24 training sessions per year - Each session requires four role players with acting skills and cultural expertise - Role players must represent Latin American, South Asian, East Asian, and Middle Eastern backgrounds - Role players must have language proficiency, cultural knowledge, and provide feedback to students - All lodging, travel, and food expenses for role players are included in the contract - Contract Structure: - Base year plus four one-year option periods (total 5 years) - Indefinite Delivery Indefinite Quantity (IDIQ) contract - Maximum contract value: $2,135,000 - Set aside for Women-Owned Small Businesses (WOSB) - Unique Requirements: - Role players must portray characters without scripts and supply appropriate attire - Sessions run 8:00 AM to 5:00 PM with breaks - No specific OEMs or product part numbers are mentioned - All detailed requirements are referenced in attachments

Amendment A0002 to RFQ 70B06C26Q00000002 is issued to correct/replace RFQ 70B06C26Q00000002 SF1449 and pages 3 through 72 of the RFQ with revised SF 1449 and pages 2 through 60, and incorporate the revised  Attachment 1- Statement of Work and Attachment 2 – Schedule of Supplies – Services  Only revised Attachment 2 is to be submitted by Offerors who responded by the original closing date. No new technical submissions or new quotes other than the revised attachment 2 will be accepted. No new Offerors will be accepted.  

Amendment A0001 to RFQ 70B06C26Q00000002 is issued to provide responses to potential offeror's questions and extend the submission due date to January 9, 2026. This is a requirement for U.S. Customs and Border Protection’s (CBP) Office of Training and Development (OTD) to provide rapport-based interviewing training. Rapport-based interviewing is a collection of skills that allow the interviewer to develop a level of trust with a subject for the purpose of obtaining information. This style of interviewing is non-confrontational and conversational in approach. This is for training support in Harpers Ferry, WV at the Advanced Training Center (ATC) for a base year plus four, one-year options contract. There can be up to 24 sessions of DDER training delivered per year. The number of sessions scheduled will be based on fiscal year funding. These role-players need to have sufficient acting skills and appropriate cultural background/knowledge for these scenarios. The cultural backgrounds necessary for the current course are Latin American, South Asian, East Asian, and/or Middle Eastern. The curriculum requires four (4) role players per session.
