Escambia County, Florida, is seeking qualified environmental consulting firms to support major transit infrastructure projects funded by federal and state grants. - Government Buyer: - Escambia County Board of County Commissioners (Mass Transit Director - ECAT) - State of Florida Department of Commerce (CDBG-DR subrecipient agreement) - U.S. Department of Transportation, Federal Transit Administration (FTA) - U.S. Fish and Wildlife Service (Department of the Interior) - Projects Supported: - Construction of a new, hurricane-resilient Escambia County Area Transit (ECAT) facility, including administration, maintenance, and fueling structures - Procurement of new low- or no-emission buses and installation of electric vehicle charging stations at the ECAT facility - Products/Services Requested: - Environmental consulting services, including: - Environmental reviews and assessments (Phase I, II, III, EIS, NEPA compliance) - Lead and asbestos inspections, risk and clearance assessments, and reporting - Wetland assessment, mapping, and jurisdictional delineation - Mitigation planning and design - Site evaluation, environmental sample collection, analysis, and contamination assessment - Remedial action plans and compliance reporting - Grant administration and oversight for construction and environmental compliance - Supply of new buses (vehicle project funding) - Construction of an energy-efficient, hurricane-resilient transit facility - Unique/Notable Requirements: - Compliance with NEPA, Section 106 of the National Historic Preservation Act, Endangered Species Act, and FTA environmental review standards - Adherence to Buy America requirements for steel, iron, and manufactured goods - Federal requirements for DBE participation and HUD Section 3 - Firms must be fully licensed in Florida, possess or obtain a Local Business Tax Receipt for Escambia County, and demonstrate technical and financial capacity - No specific OEMs or vendors are named; opportunity is open to qualified environmental consulting firms - Work is authorized on an as-needed basis with no guaranteed minimum volume; contract term is 36 months with possible renewals

Escambia County is soliciting qualified and experienced firms for environmental consulting services under the Community Development Block Grant Disaster Recovery (CDBG-DR) and Federal Transportation Authority (FTA) Grant. The contract includes services such as environmental reviews and assessments, lead inspections, asbestos surveys, wetland assessments, mitigation planning, site evaluation, environmental sample collection and analysis, contamination assessment reports, and remedial action plans. These services support projects including the design and construction of a new Escambia County Area Transit (ECAT) Facility and installation of electric vehicle charging stations. Work will be authorized on an as-needed basis with no guarantee of work volume.
