Description
Market Research and Qualification Requirements The Government is conducting market research to identify potential sources that possess the overhaul data, expertise, capabilities, and experience to meet qualification requirements to repair the Signal Data Converter, applicable to the UH-1N Helicopter. The level of security clearance and the amount of foreign participation in this requirement have not been determined. The Signal Data Converter has a Repair Method Code (RMC/RMSC) of “R3/R”. Repair Method Code (RMC) R3 indicates repair, for the second or subsequent time, directly from the actual manufacturer. RMSC-R indicates that the Government does not own the data or the rights to be contract repair of this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data, and reverse engineering the part is also uneconomical. The Original Equipment Manufacturer (OEM) for the Signal Data Converter is Benz Companies LTD, Benz Airborne Systems, located at 2400 Handley Ederville Road, Suite 200, Fort Worth, TX 76118-6946. Contractors shall furnish all material, support equipment, tools, test equipment, and services. They are responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Material or parts used for replacement furnished by the contractor shall meet or exceed the quality of the original material or parts. Respondents to this market research are placed on notice that participation may not ensure future participation in solicitations or contract awards. The government will not reimburse expenses related to participation. The Government does not intend to award a contract based solely on this solicitation or to pay for the information solicited, except as an allowable cost under other contracts per FAR 31.205-18. Although the terms “proposal” and “offeror” are used, responses will be treated as information only and not as proposals. The purpose of this solicitation is to identify potential repair sources capable of repairing these assets. INSTRUCTIONS: The documents below contain a description of the Signal Data Converter repair requirement and a Contractor Capability Survey. The survey allows contractors to provide their company’s capability. If you wish to participate after reviewing these documents, provide documentation supporting your company’s capability to meet these requirements. Failure to do so may hinder the government’s ability to assess your capabilities. ATTENTION: SMALL BUSINESS RESPONDENTS interested in participation: No set-aside decision has been made; the final strategy will be determined after analyzing responses and market research, considering demonstrated interest and capability. Provide a thorough response to each question. If your company does not currently possess full capability, describe teaming, partnership, joint venture, or subcontracting arrangements. Evidence of such arrangements, like emails or letters, is encouraged but not required. The evidence should specify the type of arrangement and each member’s role. If interested only in subcontracting, specify the portion of work your organization can fulfill. Identify any work areas that should be reserved exclusively for Small Business. Repair of Signal Data Converter PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources with the expertise, capabilities, and experience to meet qualification requirements to repair the Signal Data Converter listed below: NOUN NSN P/N Signal Data Converter 6620-01-422-3447GA 200-0001-3 This requirement is for depot-level repair of the Signal Data Converter, applicable to the UH-1N helicopter. The extent of repair work shall be determined by initial inspection, functional checkout, and disassembly/assembly needed to return items to a serviceable condition. The original design and functional capabilities shall not be changed unless authorized in writing by the Procuring Contracting Officer (PCO). This effort will be executed as a Firm Fixed Price Indefinite Delivery Contract (IDC) Requirements contract, with a Basic and 4 annual ordering periods, totaling 5 years. Delivery location is To Be Determined (TBD), with assets due 45 days After Receipt of Order (ARO) or Repairable Assets, whichever is later. The RFP will be posted on SAM.GOV.
