Combined Synopsis and Solicitation for Railroad Track Inspection and Repair Services

1. Introduction This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.

This solicitation is issued as a Request for Quote (RFQ). 

2. Solicitation Details

3. Description of Services The contractor shall provide all necessary personnel, equipment, tools, materials, supervision, and other non-personal services required to perform comprehensive railroad track safety inspections and subsequent repairs for the Federal Logistics & Transportation Command (FLTC) rail network at Camp Atterbury, Indiana. The network consists of approximately 6.2 miles of Mainline, Sidetrack, and Spurs. The objective is to ensure the track network is safe for operations and compliant with Federal Railroad Administration (FRA) Track Safety Standards (49 CFR Part 213) and Unified Facility Criteria (UFC) 4-860-03 Railroad Track & Maintenance Standards. See attached PWS for full scope and pricing sheets for full pricing structure. 4. Contract Line Item Number (CLIN) Structure

CLIN 0001: Inspection Services (Firm-Fixed-Price) The contractor shall perform inspection and reporting tasks on a firm-fixed-price basis. This includes:

    <p>Visual track inspections.</p>
    </li>
    <li>
    <p>Semi-annual automated track geometry inspections.</p>
    </li>
    <li>
    <p>Annual internal rail flaw detection surveys.</p>
    </li>
    <li>
    <p>Detailed reporting of all findings within five business days.</p>
    </li>

<p><strong>CLIN 0002: Railroad Repair Services (Time &amp; Materials)</strong><br />
The contractor shall perform repair and corrective action services as authorized by the Contracting Officer&#39;s Representative (COR). This CLIN will be funded with a Not-to-Exceed (NTE) ceiling. This includes:</p>

    <p>Correction of routine deficiencies identified during inspections.</p>
    </li>
    <li>
    <p>Submission of detailed quotes for non-routine repairs.</p>
    </li>
    <li>
    <p>Performing repair work upon receiving formal written authorization.</p>
    </li>

5. Period of Performance The contract will consist of a single one-year base period of performance. There are no option years for this requirement.

6. Government-Furnished Items The Government will provide the contractor with access to all required sections of the railroad right-of-way, existing track charts, previous inspection reports, and any known data on track conditions. A COR will be provided as the central point of contact.

7. Quote Submission Interested parties should submit their quotes electronically to the Point of Contact by the response date and time. Quotes must include pricing for both CLIN 0001 and CLIN 0002 using the attached pricing sheets. The quote should detail the vendor's approach to meeting the requirements of the Performance Work Statement (PWS). 

8. Evaluation The Government will award a contract resulting from this RFQ to the responsible vendor, whose quote, conforming to the RFQ, is determined to be the most advantageous to the Government, with consideration given to past performance, technical acceptability, experience and price.
