The City of Cortland, NY is seeking qualified contractors for the complete demolition and site restoration of the former Roundhouse Mill at 41 Elm Street. - Government Buyer: - City of Cortland, City Clerks Office and Administration & Finance (Finance) - Scope of Work: - Complete demolition of all existing structures at 41 Elm Street - Removal and disposal of all debris, including asbestos-containing materials - Controlled demolition with non-friable asbestos in place, following a NYS Department of Labor variance - Backfill, grading, and full site restoration - Coordination of asbestos project monitoring, permits, and disposal fees - Contractor Requirements: - Must be licensed by the New York State Department of Labor for asbestos abatement - Must have a certified asbestos supervisor on site - All workers handling asbestos must have valid certificates - Demonstrated experience with at least five similar demolition projects - Compliance and Participation Goals: - Strict adherence to all applicable laws and regulations, including prevailing wage - MWBE (Minority and Women-Owned Business Enterprise) participation goal: 30% - SDVOB (Service-Disabled Veteran-Owned Business) participation goal: 6% - Award Criteria: - Contract will be awarded to the lowest responsible bidder - Period of Performance: - Asbestos-related demolition must be completed within 14 days of project start - All remaining work, including site restoration, must be completed within 45 days - No specific OEMs or product part numbers are named in the solicitation
