HUD's Office of the Chief Information Officer (OCIO) is seeking contractor support to modernize and sustain the NSPIRE inspection program through a comprehensive cloud-based software solution and related services. - Government Buyer: - U.S. Department of Housing and Urban Development (HUD), Office of the Chief Information Officer (OCIO) - Products and Solutions Requested: - FedRAMP-authorized, cloud-based NSPIRE NextGen System supporting 500+ concurrent inspectors - Key software modules: - Field Inspection Application (offline-first, GPS tagging, iOS/Android support) - Centralized Inventory & Profile Management (integration with iREMS and PIC) - Automated Inspection Ordering & Scheduling (real-time status, conflict prevention) - Health & Safety Defects Tracking (unique IDs, mitigation timelines) - Quality Control & Review (automated, risk-based, backlog reduction) - Analytics & Reporting (full lifecycle visibility) - Appeals & Technical Reviews (end-to-end workflow) - Vendor, Property, & Inspector Administration (portals, performance reporting) - Protocols, Standards & TAC Integration (configurable updates, ticket tracking) - Services Requested: - Program and project management - Training and documentation delivery - System security compliance (SOC 2 Type II, FedRAMP Moderate, ATO maintenance) - Agile sprint planning and UAT support - CI/CD release management and deployment support - Change management and communications - Transition-in and transition-out services - Unique/Notable Requirements: - 99.9% system uptime and full data integrity - Delivery of all modules within nine months of award - Support for customizable COTS or XaaS solutions - Compliance with HUD cybersecurity and quality standards - Key certifications: SOC 2 Type II, PMP, SAFe Scrum Master - Training and support for all modules - Five-year contract potential (base + four option years)

The Department of Housing and Urban Development (HUD), Office of Chief Information Office (OCIO) requires contractor support to perform Development Modernization Enhancement (DME) work to stabilize, modernize, and operationally sustain the National Standards for the Physical Inspection of Real Estate (NSPIRE) inspection program.
