This opportunity involves specialized shipboard maintenance for the U.S. Navy's USS CHIEF (MCM-14) at Sasebo Naval Base, Japan. - Government Buyer: - U.S. Navy - Naval Sea Systems Command (NAVSEA), Shipyard Activity Sasebo (SASEBO) - NAVSUP Fleet Logistics Center Yokosuka, SRF AND JRMC YOKOSUKA Detachment - Scope of Work: - Hydroblasting and mechanical cleaning of auxiliary seawater piping (3/4 to 8 inch IPS copper-nickel alloy) in the Auxiliary Machinery Room - Removal, cleaning, and reinstallation of valves and hoses - Pump out and disposal of waste water generated by hydroblasting - Use of non-magnetic materials and adherence to strict cleanliness/testing standards - Operation of specialized cleaning equipment by qualified personnel - Products/Materials (Government Furnished): - Rubber sheets, retainer rings, O-rings (Viton), gaskets, bolts, nuts, pipe coverings, adhesives, and fittings, all with specific MIL specifications and part numbers - Valves (gate, globe, check, stop), pipe coverings (NH Armaflex), insulation, and various fittings (bronze, Monel, copper-nickel) - Eligibility/Requirements: - Only firms authorized to operate in Japan and holding a current U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region may bid - Compliance with DFARS 252.225-7042 and federal cybersecurity regulations is mandatory - OEMs/Vendors: - No specific commercial OEMs are named; all materials reference U.S. military specifications (MIL-SPEC/MIL-STD) - Notable Requirements: - All work must use non-magnetic materials and meet U.S. Navy cleanliness and testing standards - Strict documentation and regulatory compliance required

Description

The Offeror shall certify that they currently hold an active U.S. Navy MSRA/ABR Agreement in the Japan Region.  Offerors who do not possess a current NAVSUP FLCY MSRA/ABR Agreement shall submit a copy of their approved and active U.S. Navy MSRA/ABR Agreement as a Prime Contractor as part of the proposal package.  

This solicitation is intended only for sources duly authorized to operate and do business in Japan, as prescribed by DFARS 252.225-7042.  Contractors outside Japan must submit documentation that unambiguously demonstrates the Offeror's compliance with DFARS 252.225-7042 as a part of their proposal.

Contractors located outside Japan that do not unambiguously demonstrate compliance with DFARS 252.225-7042 will not be eligible to receive an award. Any Offeror who do not possess an active MSRA or ABR in the Japan Region, or does not agree to execute a master agreement (MSRA/ABR) in the Japan Region before award of a job order, will not be eligible to receive an award."
