The U.S. Coast Guard Base Kodiak in Alaska is seeking a contractor for comprehensive hazardous and non-hazardous waste management services. - Government Buyer: - U.S. Coast Guard, Base Kodiak (Alaska) - Scope of Work: - Preparation, shipment, and off-site disposal or recycling of hazardous and regulated wastes - Includes profiling, packaging, transportation, final treatment, and documentation - Waste types include: brake fluid, paint slops (oil and latex), oily rags, solvents, batteries, universal waste lamps, contaminated absorbents, chemicals, lubricants, pharmaceuticals, and more - Quantities range from small 3-5 gallon containers to large 330-gallon IBCs and 1 cubic yard containers - Contractor must provide all personnel, equipment, and documentation, and use only approved transporters and facilities - Unique/Notable Requirements: - Must comply with all federal, state, and local regulations for hazardous waste management in Alaska, including remote areas - Valid EPA license for hazardous materials management required - Demonstrated experience with hazardous waste handling in Alaska is mandatory - Timely shipment initiation (within 30 days of notice to proceed) and completion (within 60 days of award) - Disposal certificates must be submitted within 30 days after waste processing - Technical expertise and relevant experience are prioritized over price in evaluation - No specific OEMs or vendors are named; however, several branded chemicals and products are listed among the waste streams (e.g., Klean Strip, 3M, Sherwin-Williams, Dupont, Purell, Penair, Anderol, Armite, Loctite, Lubriplate, Huntsman, Awlgrip, Rational AG, PPG, CAT, Royco, Momentive, West Systems, Oxivir, EasyCare, Parker, Rustoleum, Polysi, Dow, Vantage, Fluid Film, Micro Glass).

Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 31140PR260000123 is issued as a request for quotation (RFQ) for Hazardous Waste Shipment. The NAICS Code is 562112.

This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

USCG Base Kodiak, Kodiak, AK, has a requirement for the preparation, shipment, and off-site disposal or recycling of hazardous waste and/or other regulated wastes in accordance with the attached Performance Work Statement (PWS). Performance must be completed within 60 days after award.

Solicitation Instruction Addenda is:

Offeror shall provide a technical capability section, with no more than 10 pages, that clearly describes the offeror’s capability to perform the government’s requirement. To be found technically acceptable, at a minimum, the offeror must demonstrate:

a.            Knowledge and experience of management/profiling, shipment preparation, transportation, final treatment, disposal, and/or recycling of hazardous waste within the State of Alaska, including working in remote areas of the state.

b.            Evidence of a valid Environmental Protection Agency (EPA) license(s) to manage hazardous materials.

Offeror shall provide a firm-fixed price to perform the entire effort identified in the PWS.

To be found technically acceptable, at a minumum offerors must clearly:

a.            Demonstrate knowledge and experience of management/profiling, shipment preparation, transportation, final treatment, disposal, and/or recycling of hazardous waste within the State of Alaska, including working in remote areas of the state.

b.            Existence of a valid Environmental Protection Agency (EPA) license(s) to manage hazardous materials.

FAR 52.212-2 (DEVIATION 25-21) applies to this acquisition. Evaluation criteria is best value, where technical expertise and experience with hazardous waste handling in Alaska are more important than price.
