Door Subassemblies for Letterkenny Army Depot (LEAD)
The Army Contracting Command, Redstone Arsenal – Letterkenny Army Depot (ACC-RSA-LEAD) is issuing this Request for Information (RFI) and Source Sought announcement to gain information from industry and seek sources capable of and interested in fabricating door subassemblies in accordance with the associated drawings. The purpose of providing this information is to conduct Market Research and identify interested sources capable of fabricating these items.
Letterkenny is looking to have one (1) company to fabricate the following:

The drawings for this requirement are export controlled, Distribution D, which contains unclassified sensitive military data. Only vendors who have a current DD Form 2345 – Military Critical Technical Data Agreement on file with Defense Logistics Information Service (DLIS) and Current DoW contracts are authorized to receive the drawing. Interested vendor(s) may request a copy of the applicable drawing via e-mail. Please contact Mr. Thomas Hall at Thomas.c.hall111.civ@army.mil.

Eligibility
At this point, the Government requests the response from all interested capable businesses and the applicable NAICS for this requirement is 332999 – All Other Miscellaneous Fabricated Metal Product Manufacturing with a small business size standard of 750 employees. At this time, the Government has made no decisions about whether a full and open competition will occur. Upon receipt of all responses to this notice, the Government will determine its path forward.
Capabilities Statement and additional Information and Submission Details
REQUESTED INFORMATION:
Please provide a Capabilities Statement, which must address the following items:
Company Information: Please provide your Company Name, CAGE Code, UEI Number, and physical address of your primary manufacturing facility. Socioeconomic Status: Based on NAICS Code 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing), what is your business size? Please list all applicable socioeconomic categories (e.g., Small Business, WOSB, SDVOSB, HUBZone, 8(a)). System for Award Management: Is your company currently registered and active in SAM.gov? Manufacturer vs. Distributor: For this specific requirement, will your company be the Manufacturer of the door subassemblies, or will you be acting as a distributor/dealer supplying the end-item of another manufacturer? In-House Capability: If you are the manufacturer, what percentage of the manufacturing process (e.g., machining, assembly, bonding) will be performed in-house at your facility versus subcontracted out? Subcontractor Supply Chain: If you plan to use subcontractors, please identify the anticipated division of labor. Will the primary structural fabrication be performed by a Small Business located in the United States? Technical Data Package (TDP) Review: Are there any dimensions, tolerances, or material callouts that present a barrier to manufacturing? Specialized Fabrication Experience: Do you have existing capability and experience performing two-component epoxy adhesive bonding (e.g., MIS-21030) and applying military-grade chemical conversion coatings and primers (e.g., MIL-DTL-5541, MIL-PRF-23377)? Quality Assurance: Does your facility operate under an established Quality Management System (e.g., ISO 9001, AS9100)? Testing: Are you capable of facilitating or managing the Testing required to prove compliance with the environmental and structural standards (e.g., MIL-STD-810) outlined in the drawings? Production Lead Times: What is your estimated lead time (in days after contract award) to deliver the units? Commercial Market Similarity: Does your company currently manufacture and sell similar ruggedized or weather-sealed enclosure doors to the commercial sector (e.g., telecom shelters, industrial power enclosures)? If so, please provide brief examples or part numbers. Cost Drivers: Based on your review of the drawings, are there any specific materials, processes, or testing requirements that you identify as major cost drivers? Do you have any recommendations to reduce costs while maintaining the same performance standards? Please provide any general questions or clarifications regarding this requirement. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company’s ability to perform at least 50% of the requirement.
Please offer recommendations to improve the technical drawing. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. The Government appreciates your answers and feedback and welcomes any questions you have.
