DESCRIPTION: The United States Army Corps of Engineers (USACE), Northwestern Division - Seattle District (NWS) is hosting an Onsite Industry Day on 07 July 2026 to provide additional information and gain feedback from industry on an upcoming requirement for the rehabilitation of the Skagit Levee's DD3 and DD12 in Mount Vernon, Washington. The Government is seeking feedback from qualified, experienced sources capable of performing this type of project.

The contract solicitations and awards are planned for this summer.

DD 3 Levee Repair

300 linear foot repair between Skagit Riverwalk and Skagit River in downtown Mount Vernon.

Site prep includes coordination of handrail removal with the City of Mount Vernon, installation of steel traffic plates, and installation of Materials to protect concrete curbs.

Site access is constrained by contractor on adjacent property.

Equipment projected to be needed at this time (subject to change)

(Qty 1) Cat 315F L Compact Radius or Similar, Track Mounted Hydraulic Excavator w/ Hydraulic Thumb, Minimum HP 95, Minimum Weight 36,000 LBS, Minimum Reach 28 feet at Ground Level  (Qty 1) Cat 315F or Similar, Track Mounted Hydraulic Excavator w/ Hydraulic Thumb, Minimum HP 270, Minimum Weight 68,000 LBS, Minimum Reach 34 feet at Ground Level  (Qty 1-2) 10-12 cy Solo Dump truck, haul up to Class V Riprap  (Qty 20) 8'x20' Steel Road Crossing Plates, or Equivalent Square Footage, Minimum 1-inch Thick

Work is anticipated to take 18 days.

DD 12 Levee Repair

Work will tie into work from previous repairs to create a gradual transition from armored slope to exiting riverbank. Approximately 11,000 cy of materials will be removed, and 13,000 tons of materials will be placed.

(Qty 1) Cat 349F L or Similar, Track Mounted Hydraulic Excavator w/ Hydraulic Thumb, Minimum HP 400, Minimum Weight 105,000 LBS, Minimum Reach 37 feet at Ground Level  (Qty 1-3) Cat 330 or Similar, Track Mounted Hydraulic Excavator w/ Hydraulic Thumb, Minimum HP 270, Minimum Weight 68,000 LBS, Minimum Reach 34 feet at Ground Level  (Qty 1-2) 10-12 cy Solo Dump truck, haul up to Class V Riprap (Qty 1) Water Truck, Capacity 3500 - 4500 gal, tank opening 22in, Fill air gap at top of tank, min pumping rate 550 gpm at 55psi, pump drive - direct from truck, Sprinkler Heads 2 at the front 1 at each side in the middle, and 2 at the rear (Qty 1) Cat D5K2 Dozer or Similar, 6 -Way Blade, Minimum HP 105, Minimum Weight 20,000 LBS  (Qty 1-2) Cat 725 Articulated Off Road Dump Truck or Similiar, Minimum HP 300, Minimum Weight 40,000 LBS, Minimum 25 Ton Payload 

Work is anticipated to take 36 days.

These proposed projects are anticipated to both be service disabled veteran owned small business set-asides, firm-fixed-price contracts. For rental equipment with operator, at each location. Details are subject to change leading up to soliciation.

Required personal protective equipment for the onsite visit includes safety vest, hard hat and boots/safety shoes. Late respondents, those not pre-registered, or those not providing the correct information will not be granted access to the site. Participation is limited to two representatives from each interested entity. Attendance participation will be available after the industry day via SAM.gov. 

ATTENDING THE SITE VISIT DAY IS HIGHLY RECOMMENDED SINCE IT IS UNLIKELY THAT AN ADDITIONAL SITE VISIT WILL BE OFFERED DURING THE SOLICITATION PERIOD.
