3 Machine Specific Requirements: The new Magnetic Particle Inspection Machine shall be capable of inspecting the outer surface and the internal surface of the 155mm M284, M776, M199 cannon breeches manufactured at the Watervliet Arsenal. 3.1.1 General Physical Requirement: Maximum current output 6,000 amps FWDC Demagnetization - Reversing DC 30in Head Opening Digital Ammeter with 'hold' feature Infinitely variable current control 30in Coil Stainless Steel Tank 58in L x 47in W, V shape stainless tank with sufficient pitch angle, mesh screens, and dust covers Hardwood Grilles Foot switch operation, air chuck Full Panels, Louvered Hip Bar Powered rotary turn table 500 lb. capacity (safety payload up to 1500 lbs.) 30in diameter coil to be raised and lowered by manual pneumatic valve 2in diameter aluminum thru conductor to be raised and lowered by manual pneumatic valve. Thru conductor will manually pivot horizontally for rear storage after use. An overhead 500 lb. hoist/trolley will be supplied. Full curtain inspection enclosure with REL C4 magnum LED black light and 1000 CFM roof extraction fan. Maximum current output is 6,000 amperes FWDC in the conventional mode. Complete with automatic reversing DC demagnetization. Complete with circuitry to ensure maximum residual field and maximum repeatability of inspection results. Complete electronic controls including self-indicating plug-in modules for reliability and ease of maintenance. The electronic controls also provide a very fast response time of only 8 milliseconds, i.e., time taken for the magnetizing current to reach the desired level. Complete with infinitely variable, current control current selection between zero and maximum output. Fitted with digital readout meter with LED display, accurate to ±1%. This meter has a 'hold and display' feature whereby the magnetizing current level is shown and held on display until the next magnetizing shot. The meter is also fitted with a current assurance light which illuminates to show magnetizing current flowing through the component. On the control panel of the unit are mounted all the various switches for choice of current, magnetization or demagnetization, and for contact or coil method. 3.1.3. Conventional Magnetization or Demagnetization In the conventional mode, parts can be magnetized in the longitudinal and circumferential directions. The field is applied to the part by either clamping between the head and tail stock and firing a half-second current shot through it, or by still retaining the part in the head and tail stock, moving the coil into position, and then energizing the coil. The conventional mode can be carried out with FWDC current. 3.1.4 Enclosure: It shall block light such that the inside of the enclosure does not exceed 2 footcandles of brightness. The enclosure shall include a large ventilation fan. It shall come equipped with a white light, 2 handheld cordless dual white and UV-A LED lights that meet ASTM E1444 and E3022. A calibrated digital radiometer in accordance with ASTM E1444 and E2297-23 for measuring UV in μw per cm² and visible light in foot candles shall be supplied. A main control panel with white light and fan control is also required. 3.1.5 Magnetic Particle Solution System: The machine shall come equipped with a minimum 30-gallon stainless steel tank for the magnetic particle solution. A pump system shall recirculate and agitate the solution such that the magnetic particles will not accumulate or settle during operation. The agitation system shall allow the magnetic particle solution to remain within ±3% of the theoretical level during an 8-hour continuous runtime. The machine shall come equipped with a fluid catch tray to collect the magnetic particle solution that is applied to the workpiece. The machine shall come equipped with a spray nozzle/hose located in the inspection enclosure. The spray nozzle shall be hung above the catch tray when not in use. The magnetic particle solution shall not spill or splash onto the floor during normal operation. The machine shall have a secondary catch pan to catch fluid in case of a leak in the main catch pan, with a readily accessible drain but not necessarily tied into the recirculation system. 3.2 Machine Control System: The machine's control system shall be located within the inspection enclosure and at the inspection area. 3.2.1 Control Features: Machine On/Off using the emergency stop button. The meter shall have a 'hold and display' feature that displays the magnetizing current level until the next magnetizing shot. The meter shall be fitted with an indicator light that illuminates to show when magnetizing current has flowed through the workpiece. 3.3.3 Diagnostic Capabilities: The machine unit shall be equipped with diagnostic capabilities covering the magnet control boards. 3.4 Requirements for Demonstration of Conformance: Certification of Completeness: The contractor shall provide written certification that the machine is complete, has been properly calibrated, and visually examined for appearance, workmanship, maintainability, and completeness, including all specified system and accessories. Test of Conformance to Workpiece: The contractor shall perform a magnetic particle inspection on a cannon breech if requested. The machine shall be observed for proper function and compliance with the requirements of this specification. Additional Testing: If requested, the contractor will demonstrate or verify the machine's compliance with any requirement in this specification. Provision of Materials and Equipment for Testing: Workpieces: All workpieces to be tested as required in paragraph 3.4.2 shall be provided by Yuma Proving Ground. Magnetic Particle Solution: The magnetic particle solution shall be provided by the contractor for preliminary acceptance and by Yuma Proving Ground for final acceptance. 4 Quality Assurance Provisions: Responsibility for Inspection: The contractor shall be responsible for performing all certifications and tests required in paragraph 3.4 and shall provide such materials, supplies, and equipment as specified. Preliminary Acceptance Inspection: Preliminary acceptance inspection by Yuma Proving Ground level 3 NDT expert shall occur at the contractor's facility prior to machine shipment to Yuma Proving Ground and shall consist of the certifications and tests specified in paragraph 3.4. When the certification of conformance is completed, the contractor shall provide no less than 15 calendar days notice to the Yuma Proving Ground Contracting Officer that the machine is ready for the preliminary acceptance inspection. Re-inspection Provisions: If deficiencies are disclosed during preliminary acceptance inspection which cannot be corrected during this visit, acceptance will be withheld and corrective actions will be required. Yuma Proving Ground representatives may observe a re-inspection. Final Acceptance Inspection: Final inspection and acceptance shall occur after installation at Yuma Proving Ground, with the machine passing the test procedures specified in paragraph 3.4. Warranty: Upon final acceptance, a one-year warranty covering parts and labor and a five-year warranty covering Frame and Tank shall commence, including parts and labor at no cost to the Government. The warranty period starts from the date of notification of final acceptance by the Contracting Officer. Final acceptance is when the Government's authorized representative assumes ownership or approves the services rendered. 5 Preservation, Packaging and Delivery Instructions: The contractor shall use standard commercial preservation and packaging methods suitable for machine tools and acceptable to carriers. All susceptible areas shall be protected from damage. The machine shall be blocked, braced, and skidded for transport. The contractor is responsible for delivering the machine in good condition until offloaded at Yuma Proving Ground.
