NASA is seeking specialized scientific expertise to support launch safety through participation in the Lightning Advisory Panel (LAP) and development of Lightning Launch Commit Criteria (LLCC): - Government Buyer: - NASA Shared Services Center, in collaboration with the United States Space Force - OEMs and Vendors: - No commercial OEMs or product vendors are involved - Sole source negotiation with the University of New Hampshire for Dr. Joseph R. Dwyer - Products/Services Requested: - Expert scientific services: participation and leadership in the Lightning Advisory Panel (LAP) - Development, review, and modification of Lightning Launch Commit Criteria (LLCC) - Attendance at one 3-day in-person meeting at Kennedy Space Center - Participation in 12-22 teleconferences over a one-year period - Sub-committee work, research, analysis, and documentation - LAP Chair responsibilities: meeting planning, leading discussions, tracking action items - Travel expenses for in-person meeting - Unique/Notable Requirements: - Sole source requirement for Dr. Joseph R.
