Potential sources must be able to furnish all labor, materials, facilities, equipment, and services necessary for new manufacture, including component fabrication, inspection, testing, packaging, shipping, and full supply‑chain responsibilities. Source must also be able to accept, track, and return use government furnished material / property for order.
