The Defense Information Systems Agency (DISA) is seeking small business sources to provide full life-cycle application management and technical support for its suite of Legacy Systems. - Government Buyer: - Defense Information Systems Agency (DISA) - DISA/DITCO-NCR and Procurement Services Directorate (PSD), Business Systems Portfolio Management Office (PMO) - Scope of Work: - Full life-cycle application management for Legacy Systems, including: - Contract Support System (CSS) - Contractual Online Procurement System (COPS) - Financial Accounting and Budget System (FABS) - DITCO Web - Subsystems: Rates and Tariffs File System (RTFS), Joint Hawaii Information Transfer System (JHITS), Delivery Ticket Invoicing (DTI), CFA Accounts Payable Validation, Procurement Services A/P Validation, IT Contract Closeout, IQO Contract Closeout, Telecom Voucher Management, European Voucher Module - Services include program management, software development, cybersecurity, operations, maintenance, sustainment, and modernization - Tier II/III technical support, database and system administration, audit readiness, and web application support - Support for approximately 700 users worldwide - Unique/Notable Requirements: - Compliance with DISA cybersecurity policies and performance standards - Staffing must meet specified experience levels across multiple technical roles - Deliverables include project plans, release documentation, reports, and system manuals - Modernization and migration of legacy functionalities - Incumbent: - Arlluk Technology Solutions LLC (current contractor) - OEMs/Vendors: - No specific OEMs or product part numbers are named in the requirements

The Defense Information Systems Agency (DISA) is seeking sources to provide full life-cycle application management for their Legacy Systems.

This requirement is for full life-cycle application management of the Legacy System. The Legacy System primarily consists of Contract Support System (CSS), Contractual Online Procurement System (COPS), Financial Accounting and Budget System (FABS), and the Defense Information Technology Contracting Organization (DITCO) Web. This also includes other subsystems, such as: Rates and Tariffs File System (RTFS), Joint Hawaii Information Transfer System (JHITS), the Delivery Ticket Invoicing (DTI) process, Accounting & Audit Operations Office (CFA) Accounts Payable (A/P) Validation, Procurement Services (PS) A/P Validation, Information Technology (IT) Contract Closeout, Inquiry Quote Order (IQO) Contract Closeout, Telecom Voucher Management, and the European Voucher Module.
