Luke Air Force Base is seeking SBA-certified Small Businesses to operate its Postal Service Center, supporting personal mailroom operations for approximately 1,700 personnel. - Government Buyer: - U.S. Air Force, Luke Air Force Base, Postal Service Center - OEMs and Vendors: - Hewlett Packard (computers) - Sony (monitors) - Epson (printers) - AT&T (telephone answering machine) - Products/Equipment Provided (Government-Furnished): - Hewlett Packard computer (1) - Sony 17" monitor (1) - Micro Scan 5 17" monitor (1) - Epson LQ-570+ printer (1) - AT&T telephone answering machine (1) - Office furniture (stands, chairs, desk, mail sorter, storage cabinet, utility carts, mail dump table) - Fire extinguisher, artificial plants, two wheel dolly, step stool - Services Requested: - Full management and operation of the Postal Service Center - Mail receipt, inspection, distribution, general delivery, customer window service (weekdays 0900-1600) - Preventive maintenance and security - Staffing and supervision for mailroom operations - Unique/Notable Requirements: - Must be SBA-certified 8(a), WOSB/EDWOSB, or SDVOSB - Demonstrated experience in military, federal, or commercial mailroom/postal operations - Transition plan for onboarding and base access/security clearances - Facility serves 1,700 personnel with 1,800 mail receptacles; estimated monthly mail volumes: 2,650 first-class letters, 200 flats, 50 priority parcels, 50 non-USPS parcels - Government-furnished equipment and furniture provided - No products are being procured; all requirements are for support services as detailed in the Performance Work Statement.

SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION (RFI) Luke AFB Postal Service Center (PSC) Support Services

1. INTRODUCTION The 56th Contracting Squadron (56 CONS) at Luke AFB, AZ, is conducting market research to identify qualified, SBA-certified Small Business concerns to operate the Luke AFB Postal Service Center (personal mailroom operations). 

The Government is specifically seeking certified 8(a) Small Businesses, Women-Owned Small Businesses (WOSB/EDWOSB) or Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

2. PERFORMANCE WORK STATEMENT (PWS) The "FY27 Performance Work Statement - Postal Services.pdf" is attached to this notice. Please review the attached PWS for detailed information regarding: - Exact facility size and location. - Detailed daily and monthly mail and package workload volumes. - Required operating hours and specific staffing parameters.

3. CAPABILITY STATEMENT SUBMISSION REQUIREMENTS Interested Small Business firms are requested to submit a brief Capability Statement to demonstrate their technical and administrative ability to perform the services detailed in the attached draft PWS. Submissions must include:

- Company Information: Company Name, Address, Unique Entity ID (UEI), CAGE Code, and Point of Contact (Name, Phone, Email). - Socio-Economic Certifications: Proof of active SBA certifications (specifically 8(a), WOSB/EDWOSB, and/or SDVOSB) in SAM.gov. - Technical Capabilities: A brief narrative of the firm’s experience managing military, federal, or commercial mailroom and postal operations. - Transition Plan: A brief explanation of the firm’s ability to fully onboard, obtain required base access/security clearances, and begin performance on 1 October 2026.
