Description

PRESOLICITATION NOTICE

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award, on a sole source basis, under the authority of 41 U.S.C. 1901 and RFO FAR 12.102(a), a firm fixed price purchase order to Fondriest Enviornmental, Inc., for the purchase of multiple spare and replacement parts used to support the operations of the Chesapeake Bay Interpretive Buoy system (CBIBS). This contract is expected to have a period of performance of 30 days after the award date. Buoys deployed in the harsh environment of the Chesapeake Bay are prone to failure. The ability to prepare for repairs by maintaining a reasonable stock of high failure components will result in less system downtime, and a consistent data record for each buoy location. A small business set aside is anticipated to be used for this sole source requirement. The associated NAICS code is 334511.

This notice of intent is not a request for competitive proposals and no solicitation documents exist for the requirement. Sources interested in responding to this notice are required to submit a capabilities statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capabilities statements received by the due date of this notice will be considered by the Government. 

A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. 

Capabilities statements are due no later than Saturday, July 11, 2026, by 1300 Eastern Time.
