US Coast Guard Solicits OEM-Authorized Repair of Centrifugal Pump Units

The U.S. Coast Guard Surface Forces Logistics Center (SFLC Procurement Branch 2) is seeking quotes for the open, inspection, and repair of centrifugal pump units used on WLB-225 Class Cutters. - Government Buyer: - U.S. Coast Guard, SFLC (Support Center) - OEM Highlight: - R.S. Corcoran Co. is the sole OEM for the required pump units - Vendors must provide an R.S. Corcoran Co. Authorized Repair Facility letter - Products/Services Requested: - Centrifugal Pump Unit (NSN 4320-01-458-1204, part number 3000DH 2X1-1/2 F.F.FL) - Quantity: 9 units - Open, inspect, and repair services for these pump units - Overhaul must restore pumps to like-new condition using new OEM parts - Mandatory replacement of bearings, bushings, seals, and gaskets - Painting (Machinery Gray), hydrostatic and operational testing required - Preservation, packaging, and marking per OEM specifications - Unique/Notable Requirements: - Repairs must be performed at the vendor's own facility; subcontracting is not permitted - Vendors must demonstrate prior experience with similar repairs - Detailed cost estimates and photo documentation required - Shipping is FOB Destination to USCG SFLC in Baltimore, MD - Evaluation based on technical acceptability, price, past performance, and responsibility - Active SAM.gov registration and no debarment/suspension required

Description

  This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR Part 12 - Acquisition of Commercial Products and Commercial Services | Acquisition.GOV and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective, 13 March 2026.

It is anticipated that a firm-fixed-price purchase order shall be awarded as a result of this synopsis/solicitation based on best value. All responsible sources may submit a quotation.  Payments are NET 30 and will be made in accordance with the FAR 52.232-25 Prompt payment clause 52.232-25 Prompt Payment. | Acquisition.GOV.

Evaluation Criteria

1. Technical Acceptability

The Government will evaluate each quote to determine whether the offered products meet all of the requirements specified in the solicitation, including: Provision of an OEM (R.S. Corcoran Co.) Authorized Repair Facility letter. Compliance with all packaging, preservation, and marking requirements as specified.  Quotes that do not state that this requirement can be met, maybe considered non-responsive. Ability to meet or exceed the required delivery schedule.

2. Price

Quotes will be evaluated for fairness and reasonableness of price. The total evaluated price will be the sum of all line items, include shipping cost into item pricing.  Quotes with a separate line item for shipping will not be considered.

3. Past Performance

The Government may consider the vendor’s past performance with the U.S. Coast Guard or other federal agencies, if available and relevant. The Government reserves the right to use information from sources other than those provided by the vendor. The vendor shall provide documentation demonstrating prior experience in repairing the specified item or similar items. Documentation must include descriptions of previous repair projects, including the type of item repaired, scope of work performed, and outcomes achieved. Supporting evidence such as references, completion reports, or photographs of completed repairs is encouraged. Subcontracting is not permitted. All repairs must be performed at the vendor’s own facilities.

4. Responsibility

The vendor must have an active registration in SAM.gov prior to award. The vendor must not be debarred or suspended from doing business with the federal government.
