Description
PRESOLICITATION NOTICE
The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award, on a sole source basis, under the authority of 41 U.S.C. 1901 and RFO FAR 12.102(a), a firm fixed price purchase order to OptimERA Marine for the purchase of specialized Scanmar acoustic sensors and supporting hardware. This contract is expected to have a period of performance of 60 days after award date. These sensors are utilized on the NOAA vessel Henry B. Bigelow and Pisces to facilitate the ESB Bottom Trawl Surveys. The required supplies must be compatible in all aspects (form, fit, and function) with existing systems and equipment.The equipment includes one (1) TrawlEye-NB system, one (1) Flowsensor HC4-TSS, one (1) SS4 Depth/Temperature sensor, and four (4) SS4 Door/Clump sensors, along with associated mounting and charging kits. A small business set aside is anticipated to be used for this sole source requirement. The associated NAICS code is 334511.
This notice of intent is not a request for competitive proposals and no solicitation documents exist for the requirement. Sources interested in responding to this notice are required to submit a capabilities statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capabilities statements received by the due date of this notice will be considered by the Government.
A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
Capabilities statements are due no later than Saturday, July 11, 2026, by 1300 Eastern Time.
