Description

The Environmental Protection Agency (EPA) is approving a state implementation plan (SIP) revision submitted by the Department of Energy and Environment (DOEE) on behalf of the District of Columbia. The revision establishes a synthetic minor permit program to create federally enforceable synthetic minor permit conditions for sources of criteria pollutants. This program allows sources to limit their potential to emit (PTE) below major source thresholds to avoid major new source review (NSR) requirements and Title V major source status. The final rule is effective on July 27, 2026, and aims to ensure compliance with the Clean Air Act (CAA) requirements.
