This notice covers two separate regulatory actions by federal agencies: - Environmental Protection Agency (EPA): - Proposes to rescind outdated South Coast Air Quality Management District (SCAQMD) rules from the Riverside County portion of the Mojave Desert Air Quality Management District (MDAQMD) State Implementation Plan (SIP) - Rules targeted relate to emissions controls for volatile organic compounds (VOCs) and nitrogen oxides (NOX) - Rescission is due to the absence of applicable sources and replacement by updated MDAQMD rules - No products, services, OEMs, or vendors are involved; this is a regulatory update only - Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR): - Proposes new requirements for sponsor suitability assessments for unaccompanied alien children (UAC) - Requirements include proof of identity, income verification, updated background checks, and examination for gang-related tattoos or markings - No procurement of products or services; this is a policy change to enhance child safety - No contract opportunity, product purchase, or vendor engagement is associated with either action
Description
The Environmental Protection Agency (EPA) is proposing to approve revisions to the Mojave Desert Air Quality Management District (MDAQMD) portion of the California State Implementation Plan (SIP). These revisions concern prohibitory rules that regulate emissions of volatile organic compounds (VOCs) and oxides of nitrogen (NOX) under the Clean Air Act within Riverside County of the MDAQMD. The EPA proposes to approve the rescissions of these rules because they are no longer necessary to meet Clean Air Act requirements. Public comments on this proposal are accepted until July 27, 2026.
