JPS Health Network (Tarrant County Hospital District) is seeking proposals for comprehensive Mechanical Piping Insulation Repair and Maintenance services across its facilities. - Government Buyer: - Tarrant County Hospital District d/b/a JPS Health Network - Sourcing & Contracts Specialist: Cody Deeds - Office: Supply Chain Department, JPS Purchasing Office - Scope of Work: - Insulation installation, repair, maintenance, and emergency response for mechanical piping systems: - Heating water piping - Steam and condensate piping - Domestic hot and cold-water piping - Chilled water piping - Hot water piping - Condenser water piping - All labor, materials, equipment, tools, supervision, and incidentals must be provided - Compliance with project drawings, specifications, local building codes, energy codes, and manufacturer recommendations - Infection control and workmanship standards are required - Products/Services Requested: - Labor (installer, foreman, trip charges) - Fiberglass, mineral wool, and elastomeric insulation (various types and jacketing) - Removable insulation blankets for valves, strainers, steam traps, and equipment - Aluminum and PVC jacketing for exposed/exterior piping - Insulation protection shields at hangers - Pricing requested per unit (linear foot, each, square foot) by pipe diameter and application - Unique/Notable Requirements: - 25% good faith goal for Historically Underutilized Business (HUB) participation - Emergency response capability - Pricing must remain firm during evaluation and for 120 days after award recommendation - Contract term: 3 years with up to two 1-year renewals, plus possible 180-day extension - No specific OEMs or product brands are mandated; vendors must comply with material and workmanship standards.

Description

The Tarrant County Hospital District d/b/a JPS Health Network is requesting proposals from qualified vendors to provide Mechanical Piping Insulation Repair and Maintenance services. The scope includes furnishing all labor, materials, equipment, tools, supervision, and incidentals necessary to complete insulation of mechanical piping systems such as heating water, steam and condensate, domestic hot and cold-water, chilled water, hot water, and condenser water piping. All work must comply with project drawings, specifications, local building codes, energy codes, and manufacturer recommendations. A pre-proposal conference is scheduled for July 9, 2026, and proposals are due by July 22, 2026.
