Description
1. Introduction & Authority
MICC-Fort Jackson South Carolina intends to execute a bilateral, out-of-scope modification to Contract W9124C23C0005 with Blue Dog Environmental, Inc. (Unique Entity ID: EMHLXNJ8VJ16), 1008 S Clinton Ave., Dunn, NC 28334-6313.
This non-competitive action is being conducted under the authority of Title 10 U.S.C. §3204(a)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B), "Only one responsible source and no other supplies or services will satisfy agency requirements," where award to any other source would result in unacceptable delays in fulfilling the agency’s requirements.
2. Description of the Requirement
The current contract provides maintenance, repair, removal, and installation of government-owned electric clothes washers, electric/gas clothes dryers, and the replacement of dryer exhaust vents at Fort Jackson.
Due to a significant and sustained increase in actual operational requirements on the installation, the government requires an increase in the estimated monthly workload, expanding from the current baseline of work orders per month to new baseline work orders per month.
This modification will formally incorporate the new increase in work order requirements and establish renegotiated rates for the upcoming Option Year 3 to ensure the contractor can sustain operations.
3. Justification for Non-Competitive Action
The incumbent, Blue Dog Environmental, Inc., is currently mobilized on-site with established supply chains, vetted and badged technicians, and direct knowledge of the installation's facility layouts.
A break in these services would result in immediate, unacceptable delays. Competing this requirement would require approximately 4 to 6 months to solicit, evaluate, award, and transition to a new vendor. During this procurement gap, a backlog of unserviced work orders per month would accumulate.
This backlog directly impacts resident service member Quality of Life (QoL) and introduces critical Life, Health, and Safety (LHS) risks, including:
Fire Hazards: Clogged or degraded dryer exhaust vents are a leading cause of structural fires. Gas Leaks: Malfunctioning gas dryers require immediate, specialized attention to prevent natural gas/propane leaks, which pose explosion and inhalation risks.
Due to these critical timelines and safety factors, Blue Dog Environmental, Inc. is the only source capable of performing this increased workload without a severe break in service.

This notice of intent is not a request for competitive proposals or a solicitation for offers. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
However, interested sources may submit a capability statement demonstrating their ability to meet the Government's requirement. To be considered, capability statements must clearly demonstrate:
The ability to immediately mobilize and assume the full workload of an approximate estimate of 350 work orders/month at Fort Jackson with zero transition period or break in service. Certified technicians capable for immediate base access. Past performance executing similar large-scale residential/industrial appliance and gas dryer maintenance contracts.
