1.0 Background & Authority This is a combined synopsis/solicitation for commercial products prepared in accordance with the streamlined commercial procedures in Federal Acquisition Regulation (FAR) Subpart 12.6, as amended by the Revolutionary FAR Overhaul (RFO). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation number is N00167-26-SIMACQ-CD-61-0102 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions are those in effect through the current RFO baseline.
This requirement is a 100% Total Small Business Set-Aside. The associated NAICS code is 334516 with a small business size standard of 1,000 employees.
The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a Firm-Fixed-Price (FFP) contract for three (3) Salt Fog Corrosion Test Chambers on a "Brand Name or Equal" basis to the Auto Technology Company (Model 21 and Model 22).

3.0 Description of Requirements & Delivery
Technical Specifications: Please see the attached "Minimum Requirements Salt Fog Test Chamber.docx" for full technical specifications, salient characteristics, and utility requirements (e.g., 240V/3-Phase power, ASTM D1193 Type 4 DI Water). Delivery Information: FOB Destination In accordance with FAR 52.247-34. Offers submitted on an F.O.B. basis other than that specified in the solicitation shall be rejected as unacceptable.

4.0 Evaluation Factors for Award The Government intends to award a Firm-Fixed-Price (FFP) delivery order to the responsible Quoter whose technically acceptable quote is considered to be the most advantageous and represents the best overall value to the Government, price and past performance considered. The evaluation will be conducted under Simplified Acquisition Procedures (SAP).
Factor A — Technical Acceptability: All quotations will be evaluated on a Pass/Fail basis to determine if the proposed equipment clearly meets the technical specifications outlined in the Salient Characteristics and attached Minimum Requirements document. Factor B — Past Performance: The Government reserves the right to evaluate past performance information prior to award using SPRS or other data sources. A neutral past performance rating will be assigned if no relevant past performance information is available. Factor C — Price: The price of all technically acceptable quotations will be evaluated for reasonableness.

BRAND NAME OR EQUAL
To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must meet the salient physical, functional, or performance characteristics specified in this solicitation as well as clearly identify the item by:
Brand name, if any; and
Make or model number;
Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.
Quotes must include pricing, commercial technical datasheets, and estimated lead time/delivery. In accordance with overhauled FAR Part 4, Quoters are not required to submit individual representations and certifications with their quote; however, Quoters must have an active, fully completed profile in the System for Award Management (SAM.gov) at the time of quote submission.
