Turnkey Design and Construction for Ammunition Storage Expansion at USSS JJRTC

Rowley Training Center (JJRTC), is seeking turnkey design and construction services for an expanded ammunition storage project. - Government Buyer: - United States Secret Service (USSS) - James J. Rowley Training Center (JJRTC) - OEMs and Vendors: - ARMAG Corporation (OEM for existing Outdoor Explosive Storage Magazines) - Products and Services Requested: - Relocation of two existing ARMAG Corporation Outdoor Explosive Storage Magazines (each ~54,000 lbs) - Construction of new reinforced concrete pads and aprons for magazine placement and vehicle operations - Furnishing and installation of a new 5,400 sq. ft. Multiplex ATF Spec Type 2 Explosives Storage and Ammo Storage magazine system - Assessment, design, and installation of electrical power and HVAC systems (including coordination with Baltimore Gas Electric) - Optional installation of custom exterior panels on container system - Disassembly and reassembly of a large metal shed - Professional design, engineering, testing, construction, furnishing, installation, and commissioning services - Quality control, safety management, and independent commissioning services - Unique or Notable Requirements: - Relocation and operational readiness of existing magazines 45 days before new multiplex arrival - Concrete pads must be completed 60 days prior to new magazine installation - Compliance with federal safety and environmental codes (OSHA, USACE) - Monthly progress and design submissions required - Site preparation, utility coordination, and third-party commissioning - Heavy-duty flooring, entry ramps, and awnings for new magazine - All work must be performed as a standalone, turnkey project - No specific part numbers provided; quantities are detailed for major items.

The objective of this project, initiated by the James J. Rowley Training Center (JJRTC) under the United States Secret Service, is to provide Turn-Key design and build services to furnish and construct new concrete reinforced pads and a 5,400 square foot Outdoor ATF SPEC Multiplex Magazine with heavy duty flooring, entry ramps, and awnings. In the location where the new Multiplex will be constructed, there are two (2) existing ARMAG Corporation branded Outdoor Explosive Storage Magazines that will need to be relocated within the campus; there is also a large metal shed that will need to disassemble and reassembled after the Multiplex is installed. The project requirements under this SOW are broken down into two (2) Phases of work, however, it remains as a standalone Turn-Key project. The most stringent requirement shall prevail
