NOAA Fisheries Northeast Fisheries Science Center is seeking a contractor to provide after-hours support services for its Pre-Trip Notification System (PTNS): - Government Buyer: - National Oceanic and Atmospheric Administration (NOAA) - NOAA Fisheries Northeast Fisheries Science Center (NEFSC) - Office: WAD-NMFS-Boulder - Scope of Services: - 24/7 after-hours live answering support for PTNS, including nights, weekends, and federal holidays - Live call answering with less than 1-minute hold time - Data entry of trip notifications for approximately 900 active vessels - Troubleshooting caller issues and emergency coordination with the U.S. Coast Guard - Documentation of all calls, monthly reporting, and staff training - Emphasis on accuracy, timeliness, and confidentiality; performance monitored by a Contracting Officer’s Representative (COR) - Service Quantities and Structure: - 2,000 minutes per month of after-hours support (firm-fixed-price) - 200 minutes per month of surge support (time-and-materials) - Base period of one year, with four one-year option periods (up to five years total) - Unique/Notable Requirements: - All Customer Service Representatives (CSRs) must be trained and proficient in PTNS protocols - Compliance with federal security and confidentiality requirements - Small business set-aside under NAICS 561421 - No specific OEMs or product part numbers are mentioned; this is a commercial services procurement
