NOTICE OF INTENT TO SOLE SOURCE

The Department of Health and Human Services (HHS), Office of the Assistant Secretary for Health (OASH), Office on Women’s Health (OWH), intends to negotiate and award a sole source follow-on contract to:

This acquisition is being conducted pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under the authority of 41 U.S.C. § 3304(a)(1).

The purpose of this acquisition is to provide continued support for the Office on Women’s Health Maternal Health Portfolio, including the Interagency Coordinating Committee on the Promotion of Optimal Birth Outcomes. The contractor shall provide professional and technical support to coordinate maternal health activities across HHS, maintain and enhance the HHS Interagency Maternal-Infant Health Outcome Dashboard, develop the Annual Maternal Health Report to Congress, conduct advanced statistical analyses, prepare policy and technical reports, and provide project management and technical assistance supporting Department-wide maternal health initiatives.

The Government has determined that Mathematica Inc. is the only responsible source capable of providing the required follow-on services. Mathematica designed, developed, and implemented the existing HHS Interagency Maternal-Infant Health Outcome Dashboard, including its underlying architecture, custom data models, software components, integrations, business rules, and user interface. As the developer of the existing system, Mathematica possesses unique institutional knowledge and technical expertise derived from developing and maintaining the existing dashboard, essential to maintaining and enhancing the operational dashboard while ensuring continuity of mission-critical functions.

Market research conducted by the Government has not identified any alternative source capable of providing these services without substantial duplication of cost and unacceptable delays. Transitioning the requirement to another contractor would require extensive system familiarization, redevelopment of data connections and business logic, validation of analytical methods, and re-establishment of security and compliance controls. Such efforts would significantly increase costs, delay delivery of critical maternal health analyses and reporting, and introduce unnecessary risks to system continuity, data integrity, and ongoing support of HHS leadership and participating agencies.

This notice is not a request for competitive proposals. However, any responsible source that believes it possesses the capability to satisfy the Government’s requirement may submit a capability statement with sufficient technical documentation demonstrating its ability to perform the required services without substantial duplication of cost or unacceptable delays.

Responses to this notice must be submitted electronically to the Contract Specialist identified in the SAM.gov notice by the date and time specified therein.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.

Offerors must be registered in the System for Award Management (SAM) and maintain an active registration to be eligible for award.
