The USDA Forest Service's International Institute of Tropical Forestry (IITF) in San Juan, Puerto Rico is seeking comprehensive grounds maintenance services for its headquarters campus. - Government Buyer: - US Department of Agriculture (USDA) - USDA Forest Service, International Institute of Tropical Forestry (IITF) - Services Requested: - Monthly grounds maintenance including grass cutting, edging, fertilization, and litter collection - Vegetation control and pruning of plants, trees, bamboo, and shrubs - Monthly green roof inspections and quarterly green roof trimming - Quarterly pressure washing of exterior hardscape and building entrance areas - Ditch cleaning to maintain water flow - Emergency response for hazardous conditions (e.g., fallen trees, blocked access) - Quantities: - 12 months of grounds maintenance and green roof inspections per year - 4 units of green roof trimming and pressure washing per year - 1 emergency call (two-person crew, up to four hours) per year - Contract includes a base year plus four option years (total up to five years) - Unique Requirements: - Use of approved biobased herbicides - Contractor must provide all labor, equipment, and materials - Compliance with safety, environmental, and federal anti-discrimination/DEI policies - Emergency response within 24 hours for hazardous conditions - Set aside for certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB) - No specific OEMs or commercial product brands are mentioned; all services are labor and materials based.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes only solicitation.  Quotations are being requested and separate written solicitation will not be issued. 

Solicitation number 12445026Q0028 is issued as a Request for Quotation (RFQ) for grounds maintenance services at the International Institute of Tropical Forestry. Services include green roof maintenance, pressure washing, ditch cleaning, bamboo removal, along with a variety of other grounds maintenance services.  

This acquisition  is set-aside for certified Economically Disadvantaged Women Owned Small (EDWOSB) Business concerns.  The applicable North American Industry Classification Standard Code is 561730  The small business size standard is $9.5M.  All responsible EDWOSB sources may submit a quotation which will be considered by the agency.
