Combined Synopsis/Solicitation Number W50S77-26-Q-A001 is issued as a request for quotation (RFQ) for the replacement of the failed underground primary electrical service between the existing tap box and transformer supplying power to the mobile shooting range at Ellington Field Joint Reserve Base, Houston, TX. This project is required to restore reliable electrical service to the mobile shooting range and return the facility to full operational capability in support of training and mission readiness. This is a combined synopsis/solicitation for commercial services prepared in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. The Government intends to award a Firm Fixed Price (FFP) purchase order resulting from this RFP to the responsible vendor whose quote conforms to the RFQ and is most advantageous to the Government considering only price and price related factors. Solicitations, information notices, and amendments for this RFQ will be posted at https://sam.gov.
Scope of Work: The project includes all labor, parts, tools, plant, equipment, appliances, transportation, materials, and supervision necessary to replace the failed underground primary electrical service between the existing tap box and transformer supplying power to the mobile shooting range at Ellington Field Joint Reserve Base as specified in the attached Statement of Work. The purchase order duration will be 60 days after notice to proceed to include inspection and punch list.

Due Date: Quotes are due via email to carrie.a.mckay2.civ@army.mil and david.m.best.civ@army.mil by the date and time indicated in block 13 of the RFQ (Standard Form 1442 – Solicitation, Offer, and Award).
Your attention is directed to Revolutionary FAR Overhaul (RFO) clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states; By submission of an offer and execution of a contract (purchase order), the Contractor will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded.
In accordance with RFO FAR 36.101-4, the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at Revolutionary FAR Overhaul (RFO) 43.304, DFARS RFO Deviation 243.304 and AFARS 5143.304. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements.
