IRS HCL BigFix Software Maintenance and Support Renewals (2026-2031)

This opportunity is for the IRS to procure software maintenance and support for HCL BigFix, a critical endpoint management platform used for asset inventory, vulnerability detection, patch management, and compliance reporting. - The procurement covers annual support renewals for IRS-owned perpetual licenses of HCL BigFix Inventory, Compliance, and Lifecycle modules. - Line items include support for both client devices and resource value units, with quantities ranging from 9,300 to 111,800 units per year. - A special add-on for the Known Exploited Vulnerabilities Catalog is included for up to 35,885 endpoints. - The contract has a base period of 12 months starting July 14, 2026, with four additional 12-month option periods, ending July 30, 2031. - The estimated total contract value is $14.5 million over the full five-year period. - HCL is the OEM for all requested products; support must be provided via a vendor ticketing system with service level agreements (SLAs). - The requirement is mandated by DHS and is critical for IRS, CSIRC, and CI systems' operational readiness. - No alternative OEMs are specified, but other endpoint management vendors could potentially compete if allowed.

Description

The contractor shall provide software maintenance and support as listed in the requirements table below. HCL BigFix provides a centralized server architecture with supported Windows or Linux operating systems, a relational database using SQL Server, and endpoint agents installed on managed devices. It relies on continuous network connectivity (or relay infrastructure for distributed environments), adequate system resources (CPU, RAM, and storage) based on deployment size, and secure communication over designated ports. Maintenance and support is provided via a vendor ticketing system with SLA’s according to assigned priority.
