Sound Transit, the regional transit authority for the Seattle metropolitan area, is seeking proposals for economic and financial consulting services to support its long-range planning and financial management. - Government Buyer: - Sound Transit (Central Puget Sound Regional Transit Authority), serving King, Pierce, and Snohomish counties in Washington - Scope of Services: - Economic and financial modeling, analysis, and reporting - Inflation forecasting (Seattle-area Consumer Price Index, Construction Cost Index, Right-of-Way Index), with biannual and on-call deliverables - Tax base annual growth forecasting for sales & use tax, motor vehicle excise tax, and property tax, by five geographic subareas, with biannual and on-call deliverables - On-call financial planning analysis and modeling, including maintenance and enhancement of Sound Transit's 30-year financial plan and TIFIA debt service model - Service Delivery: - Work issued via task orders; proposers may submit for one or more tasks, each evaluated independently - Deliverables include reports, Excel-based models, and presentations to the Board - Pricing to be provided as lump sum for forecast deliverables and hourly rates for on-call roles (Principal, Senior Associate, Associate, Modeler/Economist, Administrative) - Notable Requirements: - Flexibility to propose on discrete tasks - Compliance with Sound Transit's diversity program policies (no DBE or Small Business goals for this RFP) - Multiple and/or partial awards possible by task - No specific OEMs or product vendors are named, as this is a professional services solicitation

Description

Sound Transit is soliciting proposals from firms to provide economic and financial consulting services including analysis, modeling, and reporting. The contract term is two years with an option to extend for three additional one-year terms. Task orders will be issued for specific services as defined in the scope of work. Proposers may submit proposals for one or more tasks, which will be evaluated independently. A pre-proposal meeting is scheduled via Microsoft Teams.
