Sound Transit, the regional transit authority for the Seattle metropolitan area, is seeking a hosted Software as a Service (SaaS) solution and consulting services to achieve compliance with GASB 96 accounting standards. - Government Buyer: Sound Transit (serving King, Pierce, and Snohomish counties, WA) - Products/Services Requested: - Hosted/SaaS software solution to track, classify, and account for Subscription Based Information Technology Arrangements (SBITAs) for GASB 96 compliance - Consulting services for implementation, support, and process/data transfer (including for prior fiscal years if needed) - Key Technical Requirements: - Solution must support inventory management of 400-500 software arrangements - Must provide reporting, integration with Oracle JD Edwards and ServiceNOW, and data retention - Must enable recognition of right of use assets and liabilities, amortization, interest expense, and payments per GASB 96 - No specific OEMs or vendors are named; both commercial off-the-shelf (COTS) and custom solutions are considered - Notable: Preference for off-the-shelf SaaS solutions, but custom solutions will be evaluated if they best meet requirements - Contract Term: Three years, with two optional one-year extensions

Description

Sound Transit is seeking proposals from firms to provide consulting and software services to ensure compliance with GASB 96 requirements. The scope of work is detailed in the attached RFP document. The contract term is initially three years, with the possibility of two additional one-year extensions. Proposals are due by February 17, 2023, at 1:00 PM Pacific Time. A pre-proposal meeting is scheduled for February 6, 2023, via Microsoft Teams.
