Sound Transit, the Central Puget Sound Regional Transit Authority, is seeking professional services for comprehensive ridership data collection, analysis, and APC (Automatic Passenger Counter) system maintenance to support federal and operational reporting across its Link Light Rail, Tacoma Link, and Sounder Commuter Rail systems. - Government Buyer: - Sound Transit (Central Puget Sound Regional Transit Authority), serving King, Pierce, and Snohomish counties, WA - OEMs and Referenced Systems: - INIT (APC systems, including IRMA MATRIX Sensors and COPILOTp c2 Ethernet Switch) - Dilax (APC systems, including IRS-320R, IR Sensors, SerialLink Cables, and PCU-230) - CradlePoint (IBR1100 wireless modem) - Products and Services Requested: - Ridership data collection, cleaning, processing, and analysis for multiple transit modes - Maintenance and annual inspection of APC hardware (door sensors, cabling, switches, processing devices, wireless modems) - Ongoing data performance monitoring and manual ridecheck validation - Consultant services for data quality assessment and improvement - Labor hours: 48 hours principal staff, 163 hours senior staff, 395 hours junior staff, plus field data collection - Notable Requirements: - Expertise in INIT and Dilax APC systems - Compliance with FTA APC recertification cycles and federal reporting (NTD) - Certified technicians for hardware maintenance and vendor training - Rapid replacement of defective APC components (1-2 week target) - Data quality review, manual ridecheck comparison, and use of vehicle camera systems as alternative data sources - Emphasis on equal employment opportunity and diversity programs

Description

Sound Transit is soliciting proposals from firms to provide ridership data collection and analysis services. These services will support annual Federal reporting requirements as well as Sound Transit's operational reporting and policy-level decision-making activities. The contract term is three years with an option to extend for three additional one-year terms. The full scope of work is detailed in Exhibit B of the solicitation documents.
