Description
This is a Sources Sought Notice issued solely for market research and information gathering in accordance with FAR Part 10. This is not a solicitation and does not commit the Government to issue a solicitation or make an award. No reimbursement will be made for any costs associated with providing information in response to this notice. The Department of Veterans Affairs (VA), is seeking information from qualified small business concerns, including SDVOSB/VOSB firms, capable of providing medical grade bulk liquid oxygen and associated tank systems and services for the Veterans Health Administration (VHA), VISN 2.
Description of Requirement VISN 2 has a requirement for the delivery of medical grade bulk liquid oxygen to the Samuel S. Stratton VA Medical Center located in Albany, NY, along with contractor-furnished bulk oxygen tank systems (when Government-owned systems are not present), reserve backup systems, and off site telemetry monitoring. All oxygen must comply with FDA Current Good Manufacturing Practices, United States Pharmacopeia standards, NFPA 55 and 99, OSHA standards, and applicable federal, state, and local regulations.
Contractor responsibilities include: Providing, installing, and maintaining bulk oxygen tank systems and telemetry monitoring. Delivering medical grade liquid oxygen in accordance with facility requirements, including 24/7 emergency delivery capability. Supplying training, written procedures, safety protocols, and emergency shutdown guidance for VA personnel. Performing minor maintenance on Government owned systems and full maintenance on contractor-furnished systems. Providing certificates of analysis with each delivery. Supporting installation, removal, and transition activities without interruption of oxygen supply. Maintaining liability insurance at required levels. Submitting annual verification of licensing, certifications, and manufacturer authorization.
Period of Performance The anticipated period of performance is a Base Year, followed by four (4) option years, for services beginning approximately October 1, 2026.
Capability Statement Requirements Interested parties shall submit a capability statement that includes the following at a minimum: Company name, address, point of contact, UEI number, and business size classification. Verification of small business socio economic status, including SDVOSB/VOSB verification if applicable. Demonstrated experience providing medical grade liquid oxygen, installation of bulk oxygen systems, and telemetry capability. Evidence of compliance with FDA, NFPA, OSHA, USP requirements, and associated quality control processes. Documentation of ability to provide 24/7 emergency support and sustain uninterrupted oxygen supply. Examples of past performance for similar work at medical or institutional facilities. Indication of whether the contractor is the manufacturer or reseller and documentation showing authorization to distribute medical grade oxygen.
