This opportunity is for landscape and vine pruning services at the historic Grey Towers Mansion in Pennsylvania, managed by the USDA Forest Service. - Government Buyer: - United States Department of Agriculture (USDA), Forest Service, Procurement & Property Services - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named - Products/Services Requested: - Vine pruning of the mansion exterior, including removal of vines from millwork, windows, gutters, chimneys, and especially the 3rd floor - Pruning of dead, dying, or broken branches (no shaping) - Lawn repair and maintenance, including soil preparation, seeding, watering, fertilizing, and weeding - Turf repair using imported topsoil and a specified seed mix (Kentucky Blue Grass, Creeping Red Fescue, Chewing Fescue, Oasis Perennial Rye) - Application of organic mulch for top dressing - Quantities and Line Items: - Lump sum (1 LS) for vine pruning service - Seed mix to be applied at 6 lbs per 1,000 sq ft (composition and quality standards specified) - Topsoil and mulch quantities not specified - Unique or Notable Requirements: - Contractor must have at least three years of relevant experience - Strict quality and protection standards for historic property, including use of ladders, scaffolding, and lifts with protection for hardscapes and root zones - Work must comply with federal anti-discrimination and DEI regulations - Pruning season is limited to April 15 through November 13 unless otherwise approved - 100% small business set-aside under NAICS 561730 - Award will be based on best value, considering technical approach, price, and past performance

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued.
