This is a combined synopsis/solicitation for commercial products prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number 15B10126Q00000027 is issued as a Request for Quotes (RFQ) for the supply and delivery of six (6) Kawasaki Power 5000 Series Z Master Mower, 60-inch deck. Offers of equivalent or substitute equipment will not be considered.
This acquisition is set-aside for small business concerns. The NAICS code for this requirement is 333112, with a small business size standard of 1,500 employees.

Offerors: Each offeror must be registered in www.SAM.gov and must complete the necessary representations and certifications at the time of submitting their quotation.
The contractor (& any subcontractors, if applicable) must be reputable, holding valid and current contracting licenses, if applicable. If requested, offerors must provide certification and documented proof of experience, demonstrating competency in executing the project. Proof must be provided to the Contracting Officer (CO) or COR upon request.
Evaluation Criteria: The Government anticipates awarding a firm-fixed-price (FFP) contract. Evaluation factors are: Price, Past Performance, Technical acceptability, and Warranty.
Price: The Government will evaluate the quotes to ensure fair and reasonable pricing.
Past Performance: A history of default, termination for cause, or chronic performance issues may be grounds for rejection.
Technical Capability: Quotes will be judged against the attached requirements sheet to ensure they meet the required specifications.
Warranty: Assessment of whether warranty provides appropriate protection, clearly defined remedies, and terms that support the Government’s anticipated use of the supplies

Quotation Deadline: All interested offerors shall submit bids via email to ARHedrick@bop.gov before July 6, 2026, at 2:00 pm EST. Faxed and hand-delivered bids will not be accepted.
Additional Requirements:
A Government representative will inspect the item(s) at the time of delivery or later to determine the quality and acceptability. Payment shall be released accordingly. Any item found with change in Specifications, Quality, or Brand shall be refused or returned to the vendor at vendor’s expense, without entertaining the payment claim.
