(brand name requirement; only Cummins or Cummins-certified facilities are eligible) - Products/Services Requested: - Repair of twelve (12) Cummins QSC 8.3 marine diesel engines (part numbers: 2010-01-F25-7060 for Port, 2010-01-F25-7061 for Starboard) - Services include: troubleshooting, failure analysis, inspections, corrective and preventive maintenance, disassembly, reassembly, alignment, calibration, dynamometer testing, painting, preservation, packaging, and shipping - Open/Inspect/Report (OIR) for all engines - Repair labor (estimated 80 hours per engine, 960 hours total) - Dynamometer testing for all engines - Unique/Notable Requirements: - Brand name, sole-source procurement: only Cummins Inc. or Cummins-certified repair facilities (Baltimore, Portland, Chesapeake) may perform the work - OEM certification is mandatory for all vendors - The government does not possess technical data rights for parts manufacture - Strict reporting and repair schedule: core condition reports within 5 days, disassembly reports within 15 days, and repaired engines returned within 45 days after authorization - All necessary tooling and qualified OEM technical representatives must be provided by the contractor
