Description

1. THE U.S. ARMY CONTRACTING COMMAND - NEW JERSEY Has a new construction requirement in support of the United States Army Garrison (USAG) Fort Devens, MA. This project is located at the Delta Range on the main cantonment of the United States Army Garrison Fort Devens, MA.

2. NAICS CODE AND SIZE STANDARD The North American Industry Classification (NAICS) code for this project is 238110 - Poured Concrete Foundation and Structure Contractors, with a size standard of $19,000,000.00.

3. PERIOD OF PERFORMANCE All work shall be completed within 365 days from the notice to proceed. Product Service Code: Y1PZ

1. GENERAL INSTRUCTIONS This solicitation is issued for a commercial construction requirement using Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR Part 12 procedures, with applicable construction requirements under RFO FAR Part 36 and RFO DFARS Part 236. This acquisition uses the lowest price technically acceptable (LPTA) methodology. Award will be made to the responsible quoter whose quote is technically acceptable and whose total evaluated price is the lowest fair and reasonable. The Government contemplates award of a firm-fixed-price purchase order resulting from this request for quotations. For acquisitions conducted as a request for quotations, a quotation is not an offer. The Government's issuance of a purchase order is the offer. A binding contract is formed when the contractor accepts the purchase order by signature, written acceptance, or substantial performance.

2. REQUIREMENT DESCRIPTION AND ATTACHMENTS The Government requires performance of commercial construction services for Delta Range Grenade Pits on the Main Cantonment of USAG Fort Devens, MA. The work shall be performed in accordance with the solicitation and all attachments listed in Section 00 01 15 - List of Drawing Sheets. All work shall follow the Specifications of Work, drawings, Davis-Bacon wage decision, Construction Form, and any other attachments incorporated into the solicitation or resulting award.

4. SUBJECT TO AVAILABILITY OF FUNDS NOTICE: THIS REQUIREMENT IS ISSUED AS SUBJECT TO AVAILABILITY OF FUNDS (SAF). FUNDS ARE NOT CURRENTLY AVAILABLE. NO AWARD WILL BE MADE UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, IN WHOLE OR IN PART, IF FUNDS DO NOT BECOME AVAILABLE.

5. SUBMISSION REQUIREMENTS The quoter shall submit the following documents by the specified date and time: a. Standard Form 1442. Complete and sign the required blocks. The SF 1442 must be signed by an authorized individual. b. Attachment 0004, Contractor Cost Breakdown. Submit in Microsoft Excel format with all formulas intact. This constitutes the technical and price submission, including labor categories, hours, rates, material types and quantities, equipment, overhead, profit, bonding, G&A costs, and subcontractor info if applicable. c. Acknowledgment of amendments. The quoter shall acknowledge all amendments issued before the submission deadline. d. System for Award Management (SAM) registration. Must be active at the time of quote submission and award. e. Line item pricing. Include pricing for each contract line item and Attachment 0004. f. Davis-Bacon wage decision. The applicable wage decision is incorporated as Attachment 0002, DBA MA20260001 d. 5-18-2026. Submission of a quote indicates agreement to comply.

6. SITE VISIT Site visits are optional but highly encouraged. Review FAR 52.236-27 and the solicitation notice for details. 7. 8. AMENDMENTS The Government may issue amendments. Quoters are responsible for monitoring the solicitation for amendments. All amendments must be acknowledged before the submission deadline. Failure to acknowledge may result in rejection if deemed material.

9. COMMUNICATIONS AFTER RECEIPT The Government intends to evaluate quotes and make awards without further communication. The Government may request additional information to evaluate compliance, technical acceptability, price reasonableness, or responsibility. The Government may also request clarification or correction of errors. The Government may communicate with one or more quoters if deemed in its interest and not prejudicial. The Government may issue amendments and request revised quotes if necessary. This does not obligate the Government to seek clarification or revisions.

10. BONDS, PAYMENT PROTECTION, AND BID GUARANTEE Requirements depend on the quoted price: a. Quoted price at or below $35,000: Payment protection not required. b. Quoted price >$35,000 and ≤$150,000: Payment protection required per RFO FAR 28.102-1(b). Acceptable forms include bonds or irrevocable letters of credit. c. Quoted price >$150,000: Performance and payment bonds are required, each equal to 100% of the award price unless otherwise specified. d. Bid guarantee: For quotes over $150,000 with bonds, submit a bid guarantee of 20% of the quote or $3 million, whichever is less. e. Bonds after award: Due within 10 days, submitted by email with seals, work cannot start until bonds are accepted.

11. INSURANCE REQUIREMENTS The successful quoter shall provide proof of insurance at award, including: Workers' compensation as required by law Employer's liability: $100,000 per accident General liability: $500,000 per occurrence Automobile liability: $200,000 per person; $500,000 per occurrence; property damage $20,000

12. COMPLIANCE REVIEW Before evaluation, the Government will review compliance. Quotes with material issues may be rejected. Common reasons include late submission, missing attachments, incorrect forms, or incomplete registration.

13. EVALUATION PROCESS Only compliant quotes will proceed to technical and price evaluation. Technical acceptability and price reasonableness are evaluated separately.
