This opportunity involves a comprehensive solicitation for Direct Procurement Method (DPM) Schedule I, II, and III services to support the movement and storage of personal property for Department of War personnel at Fairchild Air Force Base and across multiple zones in Idaho and Washington. - Government Buyer: - Department of War, Personal Property Shipping Office (PPSO) - U.S. Government (multiple zones) - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named in the solicitation or attachments. - Products/Services Requested: - Full-service packing, containerization, drayage, storage, delivery, unpacking, and related services for household goods (HHG) and unaccompanied baggage - Outbound, inbound, and intra-city moves, including special handling for overflow, oversize, and valuable items - Provision and assembly of new containers and crates meeting ASTM-D4169-01, SDDC Pamphlet 55-12, and ASTM-D6039M-02 standards - Storage of containerized articles, remarking, coopering, assembly/disassembly of government-owned containers, and attempted pickup/delivery services - Pre-move surveys, weighing, inventorying, appliance servicing, container marking, and claims handling with full replacement value liability - Electronic payment via Third Party Payment System (TPPS) - Unique or Notable Requirements: - Strict adherence to commercial container and crate standards (ASTM, SDDC) - Full replacement value liability for claims - Use of government-owned containers where specified - Performance metrics and detailed service line items by zone and service type - SBA set-aside for eligible participants - Services measured in net hundredweight (NCWT) or per shipment, with estimated annual quantities by zone - Contract includes both basic and option years, with completion order provisions after contract expiration

Description

The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials, except as specified herein as government-furnished, for the preparation of the personal property of Department of War (DoW) personnel for shipment, drayage and/or storage and related services through the Direct Procurement Method (DPM) as specified in Attachment 1, PWS.
