The City of Kingston's Business, Real Estate, and Environment Department (BREE) is seeking to pre-qualify accredited and licensed laboratories for a Master Framework Agreement to provide analytical laboratory services for environmental samples. - Government Buyer: - City of Kingston, Business, Real Estate, and Environment Department (BREE) - Scope of Services: - Analytical laboratory testing for bacteriological and chemical parameters in soil, water, leachate, and designated substances - Testing required for brownfields, construction sites, excess soils management, closed landfills, snow management facilities, spill response, and designated substances - Services must be available on a rush and as-needed basis, with standard turnaround times of 5-7 days and expedited options of 24-72 hours - Delivery of Certificates of Analysis in both PDF and Excel formats - Products/Services Requested: - Wide range of analyses including: - PHC F1-F4, BTEX, VOC, Metals (full O. Reg 153), Inorganics, PAHs, PCBs, Mercury, EC, SAR, Asbestos (PLM/PCM), Lead in Paint, Mercury in Paint, pH, SVOCs, OC Pesticides, 1,4 Dioxane, and more - City of Kingston-specific groundwater and soil analysis packages - TCLP and SPLP leachate analyses per Ontario regulations - Unique/Notable Requirements: - Laboratories must be accredited and licensed for the required analyses - Ability to provide rush and as-needed services - No minimum volume of work is guaranteed; selection for individual projects will be based on cost or turnaround time - Pre-qualification is required for eligibility but does not guarantee work - OEMs and Vendors: - No specific OEMs or laboratory vendors are named; opportunity is open to all qualified laboratories

This Request for Supplier Qualifications (RFSQ) issued by the City of Kingston invites accredited and licensed laboratories to qualify for providing analytical laboratory services. The services include various bacteriological and chemical analyses of samples from brownfields, construction sites, excess soils management, closed landfills, snow management facilities, spill response, and designated substances. The City’s Business, Real Estate, and Environment Department (BREE) seeks proposals on a rush and as-needed basis. Selected respondents will enter into a Master Framework Agreement for a term of three years with options to extend.
