2. Background & Strategic Vision
Vandenberg Space Force Base (VSFB) is undergoing a fundamental shift in operations, transitioning into a high-capacity spaceport. To support a dramatic and sustained surge in national security and commercial launch cadence, Space Launch Delta (SLD) 30 Spaceport of the Future (SOTF) is spearheading an unparalleled, large-scale infrastructure recapitalization effort. This represents a massive, multi-phase investment portfolio aimed at completely overhauling base infrastructure to eliminate operational bottlenecks and enable "launch on demand" capabilities.
3. Purpose Statement
The purpose of this Industry Day is to clearly communicate the scale of this infrastructure modernization effort and to elicit critical requirements from mission partners to ensure we are strategically structuring these massive capital projects. The event will serve as a high-level vision summit to facilitate dialogue between government and industry partners regarding opportunities, challenges, and emerging capabilities relevant to spaceport development.

To facilitate more detailed, company-specific discussions, Vandenberg Space Force Base will offer one-on-one sessions with industry partners who request it. Requests for one-on-one sessions should be made along with interested parties’ registration and are planned to occur on 29 July 2026 after the Industry Day. In the event more requests are received than can be accommodated on the afternoon of 29 July 2026, or requests are made after the registration deadline, a separate meeting date will be coordinated. These meetings are permissible under federal guidelines (RFO 15.101) but are governed by the following strict rules to ensure fairness, preserve competitiveness, and maintain the integrity of the procurement process.
Conduct and Content of the Meeting
Purpose is to Receive Information: The primary purpose of these sessions is for the government to receive information about a contractor's capabilities. While government personnel may ask clarifying questions, they will not solicit formal proposals or ask for follow-up information that could be construed as a pre-solicitation. Government Attendance: No one-on-one meeting will be conducted with a single government representative. To ensure transparency and protect all parties, a minimum of two government representatives (e.g., a subject matter expert and a program representative) will be present. The relevant Contracting Officer (CO) and/or a representative from the Judge Advocate (JA) office may also be involved or present. Official Setting: All one-on-one meetings will take place in a designated government office or meeting room. Meetings at off-site locations, restaurants, or hospitality suites are not permitted. No Preferential Treatment: Government personnel will not offer advice, assistance, or opinions that could be interpreted as a commitment or endorsement. The discussion will remain impartial. "Inside Information" is Off-Limits: Government personnel are prohibited from disclosing any non-public information, including but not limited to: Sensitive acquisition information (e.g., cost estimates, evaluation plans, proposal rankings). Information protected under the Privacy Act or Trade Secrets Act. Another contractor's proprietary information. Discussions on Active Solicitations are Prohibited: These sessions may not be used to discuss or ask questions about a solicitation that has already been released. All communication regarding active solicitations must go through the designated Contracting Officer via official channels.
These sessions are strictly informational. They serve as market research and do not constitute a formal solicitation or a guarantee of future contractual action.
