The City of Phoenix Water Services Department is seeking a qualified consultant to support its emergency planning portfolio for water services. - Scope of work includes: - Review, update, and standardization of emergency plans such as the Continuity of Operations Plan (COOP), Emergency Response Plans (ERP), Emergency Action Plans (EAP), Business Continuity Plan (BCP), annexes, playbooks, and quick-reference guides - Organization and storage strategy for all emergency planning documents - Testing, exercising, and ongoing maintenance of these plans - Ensuring compliance with local, state, and federal regulations - Coordination with the Office of Homeland Security and Emergency Management - The project is funded through federal assistance programs, including the U.S. Department of Treasury and HUD - No specific OEMs or vendors are named in the solicitation - The contract term is 5 years with no option years
